Conformity of Production Tests

This is required to study to compare NEDC cycle emission with the WLTC cycle emission, to understand how the chassis dyno emissions are different than real world emissions, to correlate and recommend the ratio of chassis dynamometer emissions to real world emissions for possible compliance in future regulations, to define a test route for real world emission testing in Delhi NCR, to study the effect of heavy traffic congestion on emissions. 

Every manufacturer of motor vehicles other than trailer and semi trailers have to submit the prototype of the vehicle to be manufactured by him for test by any of the agencies specified therein for granting a certificate as to the compliance of the provisions of the MV Act and CMVRs. Rule 126A of CMVR requires the test agencies, referred to in rule 126, to also test on conduct test on vehicles drawn from the production line of the manufacturer to verify whether these vehicles conform to the provision of rules made under section 110 of MV Act. Enforcement of provision of MV Act and CMVRs comes under purviews of State Government/UTs. Checking of emission norms as specified in the type approval document can be done by the testing agencies specified in rule, 126 of CMVRs. 

This information was given by Minister of State in the Ministry of Heavy Industries and Public Enterprises, Shri G.M. Siddeshwara in a written reply in Lok Sabha today.
