Recommendations of National Commission for Backward Classes


NCBC in its report dated 26.10.2015 has stated that the children of MPs should fall under creamy layer and MLAs and MLCs should not be brought under the creamy layer and the Rule of Exclusion should not be made applicable to them. 

National Commission for Backward Classes in its report dated 26.10.2015 has stated in the proposed schedule category-I, the following in this regard under the heading “Who will fall in the creamy layer”:- 

“Persons holding constitutional posts/positions and of like nature including Ministers of Central/States, sitting MPs, etc fall in the creamy Layer.” 

This information was given by the Minister of State, Social Justice & Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Rajya Sabha here today.
