Rs.1,800 cr IEC mission for behavioral changes under Clean India Mission

Shri M.Venkaiah Naidu inaugurates two public toilet blocks for JJ Clusters in Delhi; the first under Swachh Bharat Mission

Swachh Bharat Mission is more than building toilets ; It is more about change of mindsets, says Shri Naidu 
Urban Development Minister Shri M.Venkaiah Naidu today (28.10.2014) inaugurated two blocks of public toilets for the benefit of two JJ Clusters on Kali Bari Marg, New Delhi. Comprising of a total of 17 toilets, these two blocks have been built by the New Delhi Municipal Council at a total cost of Rs.12.50 lakhs, under Swachh Bharat Mission, launched by the Prime Minister Shri Narendra Modi, on the 2nd October this year.

One block of 7 toilets will serve the residents of JJ Cluster No.31 and the other block of 10 toilets if for the benefit of JJ Cluster No.33. these two clusters have 160 jhuggis accommodating about 3,000 people. Of these toilets, 8 are for women and two for the differently abled persons.

Later addressing the residents of the two JJ Clusters, Shri Naidu said, though these clusters were in existence for over 30 years, only 8 public toilets have been built for the residents besides one mobile toilet unit, so far. He further said, within one month of launch of Swachh Bharat Mission, NDMC has built 17 toilets and this is a clear evidence of the impact of the Mission.

Referring to the stepped up efforts of NDMC, DDA and the three Municipal Corporations of Delhi to ensure a clean Delhi under Swachh Bharat Mission, Shri Venkaiah Naidu said that all efforts are being made to move towards ‘Zero Waste Management’, through 100% door to door collection of domestic waste, its segregation at source and recycling. He stressed that even the waste should be viewed as a resource through its scientific collection and management.

The Minister said, ‘Swachh Bharat Mission is much more than building toilets. It is more about changing the mindsets and acknowledging the right of others to a clean and healthy environment. Cleanliness is not a one day affair and on the contrary it should be a life long mission. Behavioral changes are critical for the success of Swachh Bharat Mission. An intensive Information, Education and Communication (IEC) campaign would be launched soon for generation of awareness about the need for cleanliness and to realise the much needed behavioral changes.’

Shri Venkaiah Naidu noted that a clean environment contributes to the GDP substantially through increased productivity of human resources. Quoting a WHO Study, he further said, common man is forced to spend an additional Rs.6,500/- per year to fight diseases caused by poor sanitation.

After visiting the two JJ Clusters, Shri Naidu expressed concern over the living conditions therein. He said, to enable the poor of the country live with dignity, Prime Minister has proposed the ‘Housing for All for by 2022’ intiative for the benefit of urban and rural poor and weaker sections.

Shri Venkaiah Naidu urged the residents of the two JJ Clusters to move to pucca houses built at Dwarka under JNNURM.

Ms. Meenakshi Lekhi, MP, Shri Karan Singh Tanwar, Vice-Chairman, NDMC, Ms.Anita Arya, Member, NDMC, Shri Shankar Aggarwal, Secretary(UD) and Ms.Shakuntala Gamlin, Chairperson, NDMC also participated in the programme.
