About 14,000 km length of National Highways has been converted to four lanes during the last ten years i.e. 2004 to 2012 by National Highways Authority of India.
As compared to Item-rate contract, construction risk is passed on to the contractor/concessionaire in EPC/ Build-Operate-Transfer (BOT) mode. As such no cost and time overrun is contemplated in these modes of execution. So far, no project has been completed on EPC mode. Four-lanning of Panvel-Indapur section of NH-17 has been awarded on BOT basis. Mode of execution for development of Indapur-Zarap section of NH-17 is not yet decided and will depend on the market response.
This was stated by Dr. Tushar A. Chaudhary, the Minister of State in the Ministry of Road Transport and Highways in reply to a question in Rajya Sabha today (12.12.2013).
