Accelerated inclusive growth in Asia Pacific region a must for all round rural development: Pradeep Jain ‘Aditya’

The 29th Executive Committee meeting of the Centre on Integrated Rural Development for Asia and Pacific (CIRDAP) started in New Delhi on Friday.  This is a prelude to the Governing Council meeting of the CIDRAP which will be held in New Delhi on 30th of this month.  The Rural Development Ministers and top officials of 15 Asia Pacific countries will deliberate over convergence of the best practices in their respective areas during this meeting.  The Executive Committee meeting reflected a common voice to ensure accelerated and inclusive growth based on sustainable development.
The Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) is a regional, intergovernmental and autonomous organization of 15 countries which plays a supplementary and reinforcing role in supporting and furthering the effectiveness of integrated rural development programmes in Asia and the Pacific.

While inaugurating the Executive Committee meeting, echoing the Indian sentiments, Shri Pradeep Jain ‘Aditya’, Minister of State for Rural Development, Govt of India, called for focused interventions in the rural development activities to facilitate an accelerated inclusive growth.

The Minister observed that about 70% of the world’s poor live in rural areas of which 67% are in CIRDAP member countries.  He added that within this region, about 70% of the work force depends for their livelihoods on income and employment opportunities in the agriculture, fisheries, forestry and livestock sectors.  Hence the endeavors should focus on Natural Resource Management, strengthening rural livelihoods and achieving higher productivity in agriculture by scientific farming.

The Minister also emphasised that the underlying theme of current rural development programmes in India is to enhance people’s participation at all stages in the development programmes, development of infrastructure in rural areas, convergence for inclusive growth, public private partnerships and promoting transparency and accountability in implementation of these programmes.  He said that a rural-led growth strategy is the necessary condition for reducing poverty and achieving development with social justice and equity.  Addressing the challenges of employment, infrastructure, education, health, housing and drinking water in the rural areas is the common concern of all the governments in the region.  With the continuous dedication and a spirit of mutual cooperation among the member countries, the Minister reflected that the Asia Pacific region can turn into a land of prosperity.

Mr Mohammad Ali Nikbakht, Deputy Minister of Planning, Economic and International Affairs in the Ministry of Jihad-e-Agriculture, Islamic Republic of Iran, Mr S Vijay Kumar, Secretary, Ministry of Rural Development, Govt of India, Dr Cecep Effendi, Director General of CIRDAP and Mr SM Vijayanand, Additional Secretary, Ministry of Rural Development, Govt of India spoke during the occasion.

The two day Executive Committee meeting will review and make recommendations to the Governing Council on matters concerning the management and operations of the CIRDAP.  The Executive Committee of CIRDAP comprises the Secretaries/Permanent Secretaries/Secretary General of the Contact Ministries.
