16th All India Review Meeting on MPLADS

The Ministry of Statistics and Programme Implementation organized the 16th All India Review Meeting on Member of Parliament Local Area Development Scheme (MPLADS) with Nodal Secretaries of States/UTs to review the progress of implementation of the Scheme in Delhi on February 26, 2013. The meeting was attended by Principal Secretaries/Secretaries of the States/UTs and DCs/DMs of selected districts. 

Keeping in view, the concern expressed by the Stakeholders including Members of Parliament and on the basis of the experience of the Ministry, a new set of guidelines governing MPLAD Scheme has been released in August 2012. The new guidelines include various new initiatives viz. one MP one idea competition and constituting three awards for the best innovative ideas, setting up of MPLADS Facilitation Centre at each district, convergence of MPLADS Scheme funds with Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA), Urban Sports Infrastructure Scheme (USIS) of Ministry of Youth Affairs and Sports. The Ministry has also allowed convergence of funds from MPLAD Scheme with MGNREGA with stipulation that as far as possible the MPLADS funds shall be used in respect of material component only. 

Considering the increase in annual allocation, the Ministry has recently issued orders raising the existing limit of Rs. 25 lakh for a Trust/Society in its life time to Rs. 50 lakh and the limit of Rs. 50 lakh that an MP can recommend in a financial year for works belonging to Trust/Society to Rs. 1 crore. 

The District/State Authorities were requested to furnish the complete Action Taken Report in respect of the outstanding Paras of the C&AG Performance Audit Report on MPLAD Scheme 2010-11. They were also requested to take steps to sanction recommended eligible works upto full annual entitlement of MPs without waiting for physical availability of funds in order to speed up the utilization.
