President of India to present second ‘Distinguished Indologist’ award tomorrow


The President of India, Shri Pranab Mukherjee will present the second ICCR ‘Distinguished Indologist’ Award to Prof. Yu Long Yu of the People’s Republic of China tomorrow (December 1, 2016) at Rashtrapati Bhavan.
The annual ‘Distinguished Indologist’ Award has been instituted by ICCR to recognize eminent Indologists working abroad who have made outstanding contribution to the study/teaching/research of India’s philosophy, thought, history, art, culture, languages, literature, civilization, society etc. The Award amount is US$ 20000/-.
The first ‘Distinguished Indologist’ Award was presented to Prof. Heinrich Freiherr Von Stietencron of Germany last year. A World Indology Conference was also organized by ICCR and hosted at Rashtrapati Bhavan from November 21 to 23, 2015.

IWAI takes up construction of Navigational Lock at Farakka

The Inland Waterways Authority of India (IWAI) has awarded the work for the construction of a new state of the art navigational lock at Farakka in West Bengal on 24th November, 2016 to a reputed company at a cost of Rs 359 crore, under Jal Marg Vikas Project (JMVP) which is being implemented in National Waterway-1 (River Ganga).
A navigational lock is a device used for raising and lowering ships/vessels between stretches of water of different levels on river and canal waterways. The existing lock gate at Farakka which has been operational since 1978, is old and inefficient. Since the modernisation of the existing lock will entail closing down the lock gate for to 8-10 months, it has been decided to first build a new navigational lock and subsequently the modernisation of the existing lock would be undertaken. With the existing lock it takes about 2 hours or more for a vessel to pass upstream or downstream of Farakka. With the new lock it will take only 38 minutes for a vessel to pass through. If movement of a vessel is followed by movement of another vessel in the reverse direction, the operating time will be 23 minutes only. The new lock is proposed with modern state of the art features like electro hydraulic operations of Mitre Gates and Radial Gates on filling culverts and remote control operations of all the gates from a central control room.
The Farakka navigational lock is the third major work on National Waterway-1 to be awarded in record time. The contract for construction of Multi-Modal Terminal (MMT) at Varanasi and Sahibganj were awarded in May and October 2016 respectively.
The Jal Marg Vikas Project is being implemented with technical and financial assistance of the World Bank at an estimated cost of Rs. 5369 crore for plying of vessels with capacity of 1500-2,000 tons. Phase-I of the project covers the Haldia-Varanasi stretch which includes development of fairway, Multi-Modal Terminals, strengthening of river navigation system, conservancy works, modern River Information System (RIS), Digital Global Positioning System (DGPS), night navigation facilities, modern methods of channel marking etc.

Shri Venkaiah Naidu addresses officials on steps to promote Less Cash Economy

Shri M. Venkaiah Naidu, Minister of Information & Broadcasting, Urban Development and Housing & Urban Poverty Alleviation today addressed the officers of his Ministry regarding the steps being taken by the Government for facilitating a less cash economy and encouraging digital and online transactions. The initiative of the Government was an attempt to prevent delays through seamless transactions and end the menace of corruption and black money.  He mentioned that the Government’s JAM (Jan Dhan, AADHAR & Mobile) initiative would also facilitate this transformation. In this context, he reiterated Hon’ble Prime Minister’s JAM vision which would ensure maximum penetration of technology among the masses and maximum empowerment for our poor.
Speaking on the occasion, Shri Naidu urged all officers to provide counselling to their staff to move and adapt to a cashless and digital transactions reducing the role of physical money in day to day transactions. This exercise could also be conducted at the homes by officers and staff with the people associated in their day to day life as part of social responsibility. The Minister also mentioned few platforms available for digital transactions including Unified Payment Interface and Mobile Wallets.

A presentation on “Government – Citizen Transactions towards less cash economy including different platforms and methods of transaction was also made by Team NITI Ayog. The presentation was followed by a Question & Answer session, where doubts and queries were answered.

Last date for the Online Competition for Overseas Indians extended by a month; Winner to get a Round Air Ticket to India by AIR INDIA


In view of increasing participation by the respondents to the Election Commission of India’s online creative competition for Overseas Indian Citizens at www.everyindianvotecounts.in on the topic ‘Every Indian Vote counts’, the last date for submitting the entries has now been extended by a month to 31st December 2016. The winner of the Online Creative Competition shall get return air tickets for two to India sponsored by the national carrier, AIR India.
The Online Survey and Competition for Overseas Indian Citizens developed in collaboration with the Tata Institute of Social Sciences, TISS, was launched on 20th October 2016. The survey is aimed at assessing the level of awareness among the overseas Indians about the registration and voting process and to also gather opinion about their voting preferences.
The online competition is a part of the initiative to engage with the target population and seek their contribution to the cause ‘Every Indian Vote counts’. Besides the grand prize, there are fortnightly prizes for those who take survey and win democracy points through activities on the survey portal like selfie point, community action, inviting friends to take survey etc.
The provisions of the Representation of the People Act, 1950 was amended w.e.f. 10.02.2011 to insert a new Section 20A to make special provisions for citizens of India residing outside the country to get enrolled as an elector.  Thus every Indian citizen who has not acquired citizenship of any other country and is otherwise eligible to be registered as a voter and who is absenting from his/her place of ordinary residence in India owing to employment, education or otherwise is eligible to be registered as a voter in the constituency in which his/her place of residence in India as mentioned in his passport is located.  Accordingly a new Form 6A was introduced for making application for such enrolment as ‘Overseas Electors’. 
Despite there being 11.4 million non-resident Indians across the world, at present around less than 0.2% of them are registered on the electoral roll as Overseas Indian electors.  Election Commission of India is taking initiatives to reach out to the overseas Indians so that they get enrolled and also vote in elections in their respective constituencies.
While existing provisions of the law requires the overseas Indian elector to be physically present in his/her polling station to cast vote on the poll day, deliberations are underway to provide alternative voting methods to the overseas electors like postal ballot or facility of polling at the embassy or Indian Mission.

Turkish Film ‘Cold of Kalandar’ gets the ICFT-UNESCO Gandhi Medal 

Col. Rajyavardhan Rathore, Minister of State for Information & Broadcasting has said that Government is taking all efforts to digitalise whole spectrum of services available to the citizens. Convergence of array of services to empower citizens through Mobile technology is happening. The Film Facilitation Office (FFO) set up by the government was a step towards facilitating single window clearance for film makers, promote India as a filming destination and provide the platform for film tourism in the country.  He said this today at the Closing Ceremony of IFFI 2016 at Goa. Honorable Governor of Goa, Smt. Mridula Sinha, Chief Minister of Goa Shri Laxmikant Parsekar and Chief Guest Shri S.S. Rajamouli and senior officials from the Ministry was present on the occasion.

Speaking on the power of Cinema Col. Rathore said that films were not only a means for entertainment but was a powerful art form which heralded social change. He added that it was a testament to the power of fluency and persuasion that they it was the only art form that is deemed fit to be regulated by an act of Parliament. The role of Cinema to bridge cultures was experienced in IFFI with the partnership between India and the focus country for the year 2016- Republic of Korea through films which acted as gateway for further cultural exchanges.
Col. Rathore mentioned that Multiplexes had revolutionised the film viewing experience with the top films grossing box office returns due to the Multiplex boom. Paradigm shift in technology also enabled the mobile viewing boom in the country. It enabled individuals to shoot films based on one’s taste and perception of the given environment.  This acted as a big fillip to young film makers and it was evident from the record number of entries at the Swachh Bharat Film Festival organised by the Ministry.
Earlier Chief  Minister of Goa Shri Lakshmikant Parsekar, in his address said that collaboration between Ministry of I&B, State Government and Film industry made this edition of IFFI a great success which not only promoted Indian Film Industry but also promoting Goa as a creative hub. Chief Guest Shri S S Rajamouli said that biggest beneficiaries of such film festivals are young film makers who gets a platform to see the best of films across the globe and learn from he vision of reputed film makers around the World. Smt. Jayashree Mukherjee, Additional Secretary Ministry of Information & Broadcasting said that IFFI besides showcasing films also provided a large number of avenues for learning in form of workshops and master classes. The efforts by the Jury members were appreciated for selecting the best of Cinema at IFFI.
Best Film award was bagged by the Movie “Daughter”. The award came with the Golden Peacock Trophy, certificate and a cash prize amount of Rs. 40,00,000, shared between the Director and the Producer equally. ‘Daughter’ had also won the best film award in the Moscow International Film Festival earlier this year.  Iranian actor Farhad Aslani won the Best Actor award for his portrayal of the strict father in the same film ‘Daughter’, picking up the Silver Peacock and Rs 10 lakhs in cash prize.
The Best Director award was given to Baris Kaya for the film “Rauf”, who bagged the Silver Peacock Trophy and cash prize of Rs. 15,00,000. While Farhad Aslani was awarded the Best Actor award for the film “Daughter”, Elina Vaska won the Best Actress Award for the film “Fellow Mud”. Both received the Silver Peacock Trophy and cash Prize of Rs 10,00,000 each. Special Jury award was given to Lee Joon-ik for the Direction of the movie “The Throne” who also received the Silver Peacock Award and a cash prize of Rs. 15,00,000.
The ICFT –UNESCO Gandhi Medal was awarded to Turkish film maker Mustafa Kara’s ‘Cold of Kalandar’.  This award, instituted by the International Council for Film & Television, Paris and UNESCO is given to a film that portrays the Gandhian values of peace and harmony.  Kara’s ‘Cold of Kalandar’, set in a mountain village in the Black Sea region is also Turkey’s official entry for ‘Best Foreign Language Film’ category of Oscar Awards. 

Canadian multi-lingual entry ‘The Apology’ by Toronto based Tiffany Hsiung won the Special Mention under the ICFT-UNESCO Gandhi Medal competition.  In all 7 films, including an Indian film ‘Allama’ by T S Nagabharana’s was in the fray for the ICFT-UNESCO Gandhi Medal. 
The Closing ceremony witnessed glitz and glamour through the scintillating musical performances representing a rich musical culture of India composed by Sachin Jigar.

Newer online platforms to provide new opportunities to showcase short films


Interacting with media at International Film Festival of India, Goa today, Ms. Judy Gladstone said that it is her second time in India and she has seen incredible masterpieces screened at the 47th edition of IFFI. She appreciated the concept of master-classes, as a great opportunity to learn. She said that her expertise is in short films and people do short films for different reasons. She expressed that she is thrilled to promote the work of excellent and innovative artists in this country. She also conducted Workshop at 47th IFFI 2016.

Judy Gladstone has been recognized with a WIFT Crystal Award for Outstanding Achievement, Women in Communications Award for Excellence in Leadership / Mentoring, and a Maverick of the Year Award from the Female Eye Festival. Ms. Judy Gladstone is a CEO of a bilingual SVOD dedicated to presenting Canadian film and video, which is founded by the Coalition of Canadian Independent Media Arts Distributors.


Shri Ramesh Tekwani said that Judy has an incredible power to see and recognize talent in the crowd and the ability to find raw diamonds, which can be shaped up to be the gems of the industry. He added that production of short films is all about inspiration, which can come for anywhere. He said that in the age of technology, one can enjoy watching short films on the phone while travelling.

On the issue of popularity of short films across the globe, Judy said that it is hard to find a platform to screen short films to the population at large. Shri. Tekwani said that there are online platforms where one can post the ideas and can get brighter prospects, to this Ms Judy Gladstone added that these are online platforms are available at a minimal cost.

Shri Ramesh Tekwani has been a part of International Film Festival of India (and Filmotsav, its travelling variant) since 1975.  As a writer and short film maker, Ramesh has written, directed and produced around 500 shorts of various hues, non-fiction TV Serials and several audio visual profiles for individuals and companies.

Master Class on virtual reality by Clyde DeSouza


Virtual Reality film maker Clyde DeSouza conducted ‘Master Class’ at IFFI Goa today(27-11-2016). He unfolded technical aspects of use Virtual Reality in film making. Mr DeSouza talked about potential of Virtual Reality technology as futuristic way of communication and film-making. While Mr DeSouza discussed the topic, he also mentioned about various devices and cameras for VR film-making. Talking about stereoscopic VR film, ‘Dirrogate: Memories with Maya’ made by him, he narrated his difficulties while making new kind of cinematic experiment. The session covered technical dimensions and creative aspects of Virtual Reality and film making.

 



















Clyde DeSouza is a VR Filmmaker at Real Vision FZ LLC, a creative technology firm specializing in mixed reality experiences. He is frequently invited to speak on VR and Stereoscopic filmmaking. His book Think in 3D has been recommended as essential reading for Directors by Stereographers of blockbuster 3D films. Clyde’s coining of new terminology in 3D has made its way into the 3D Encyclopedic Dictionary published by Technicolor.

International Jury Members at 47th International Film Festival of India meet the Media




Interacting with the media at 47th IFFI, Ivan Passer, the Chairperson for IFFI 2016 International Jury, said that they judged a total 22 films in two categories i.e. International Competition (15) and Centenary Award for the best debut feature film of Director (7). He told the media that it was an interesting experience as films from across the world reminded him of the vastness of cultures, acts, beauty and colours of life.
Selection of films was done without any injustice, even though some films have more impact than the others and suit personal opinions. He further added that it was the first time he met the Jury members and found them extremely jolly and friendly, there were no clashes in the process of selection and it is a rare thing for jury.
Mr Larry Smith, Member of IFFI 2016 International Jury, said that jury members were on common grounds for selecting the film and all the 22 films were different and unique in their own, giving us many things to wonder and talk about. They screened 4 films a day and the selection process was very straight forward.
Mr Lordan Zafranovic, Member of IFFI 2016 International Jury, added that he loved the way IFFI was organized. He watched a number of films and found out that it is the language of art that is universal in nature and it needs no description or subtitles to understand. Talking about the selection procedure, he said it was very easy for the jury to choose the films as all of them were looking at the s



same point.

Talking about the jury members, Nagesh Kukunoor, Member of IFFI 2016 International Jury, said that he could not have better people than these. He added that the selection of the debut films was a job well done. Replying to a question on the objectivity of selection process, he replied that there is always subjectivity attached to individual perceptions and opinions though the jury tries to do justice to all the competing entries without any inherent bias in the process.

Leila Kilani, Member of IFFI 2016 International Jury, said that it was a warm and pleasant experience to work with the other jury members. It did not involve talks about cinema and films only, but also about sharing views and discussing life.

MoU with Russian Railways for Upgradation of Speed of Passenger Trains

A protocol has been signed between Ministry of Railways and Russian Railways on 15th October, 2016 during the India Russia Annual Summit in Goa under co-operation Memorandum of Understanding between both the Countries. The protocol covers technical and execution study for upgradation of the speed of passenger trains upto 200 kmph on existing Nagpur-Secunderabad corridor of Indian Railways.

A Memorandum of Understanding (MoU) has been signed between the Ministry of Railways of the Republic of India and the Joint Stock Company “Russian Railways” on 24.12.2015 for Technical Cooperation in the Railway Sector wherein modernization of existing lines of Indian Railways in order to raise train speeds upto 160-200 kmph is one of the cooperation areas.

Mumbai-Ahmedabad High Speed Rail Project is the only sanctioned High Speed project in India. The Project is approved for implementation with Financial assistance of Government of Japan upto the extent of 81% of the project cost of approximately 98000 Crores. The target for completion is 2023.

Research about the Benefits of Medicines Made from Cow Urine in Chronic Diseases

Council of Scientific and Industrial Research (CSIR) through its constituent laboratories has conducted research studies in collaboration with Go Vigyan Anusandhan Kendra, Nagpur on cow urine distillate for its antioxidant and bio-enhancing properties on anti- infective and anti-cancer agents and nutrients. Four US Patents have been secured since 2002 and one pharmaceutical product containing cow urine distillate with anti-oxidant property is available in the market.

Panchagavya is a classic collective name of five products obtained from cow viz milk, curd, ghee, urine and dung. Cow urine is ingredient of several Ayurvedic formulations and also used as adjuvant with medicinal formulations and for pharmaceutical processing called Shodhana (Purification) and Bhavana (Triturition) of medicinal materials.

Panchagavya and its ingredients are part of the course curricula of Ayurvedic studies at degree and post-graduation levels. Opportunities of postgraduate and postdoctoral research as well as extramural research on Panchagavya are available to the interested scholars and scientists.

Medicines made from Cow’s products falling within the purview of Section 3(a) and Section (h) of drugs and Cosmetic Act, 1940 are regulated as in the case of Ayurvedic, Siddha and Unani medicines. The licensing and quality control provisions for such medicines are prescribed in the Drugs and Cosmetic Rules, 1945 and the standards are given in the Pharmacopeia. Details of cow shelter houses and other agencies engaged in the activities related to cow’s products are not maintained by the Ministry of AYUSH since the enforcement of the relevant legal provisions is done by the state authorities.

PM Shri Narendra Modi lays Foundation Stone of AIIMS in Bathinda

The Prime Minister, Shri Narendra Modi, today laid the Foundation Stone of the All India Institute of Medical Sciences (AIIMS) at Bathinda in Punjab.

Speaking on the occasion, the Prime Minister said that social infrastructure is essential for the development of every nation, and therefore, we need top quality schools and hospitals. He said that the AIIMS at Bathinda will benefit the local areas. He emphasized that this Union Government does not stop at laying foundation stones, and ensures completion of projects. Timely completion of projects is a priority for us, he added.

The Prime Minister said that Pakistan now knows fully well what the Indian Army is capable of. He called upon the people of Pakistan to tell their rulers to fight corruption and fake notes.

The Prime Minister said that the Union Government will do everything it can, to give enough water to the farmers. Water that belongs to India cannot be allowed to go to Pakistan, he added.

The Prime Minister said he is doing everything possible to ensure that the middle class is not exploited and the poor get their due.

Several local innovative interventions taken up by districts under BBBP Scheme: Smt Maneka Sanjay Gandhi

The Census (2011) data showed a significant declining trend in the Child Sex Ratio (CSR) between 0-6 years with an all time low of 918. CSR is measured by the census in a decade. (Click here for the State/UT wise details of the CSR as per Census 2011)

Beti Bachao Beti Padhao Campaign (BBBP) was launched by Prime Minister on 22nd January, 2015 at Panipat, Haryana. BBBP addresses the declining Child Sex Ratio (CSR) and related issues of women empowerment over a life-cycle continuum. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. The key elements of the scheme include nation-wide awareness and advocacy campaign and multi-sectoral action in selected 161 districts at present (Click here for list of 161 districts). The multisectoral action includes strict enforcement of Pre-Conception & Pre-Natal Diagnostic Techniques (PC&PNDT) Act, Pre-Natal/Post Natal care of mother, enrolment in schools, construction of girl toilets, community engagement and training etc.


Since the overall objective of the Scheme is to improve declining Child Sex Ratio in the country and create an enabling environment for the education of girl child, this requires long-term attitudinal change. The Scheme is at a nascent stage of implementation and it is too early to assess its impact at this stage. However, scheme has been received well and and in the last one and half year, several local innovative interventions have been demonstrated by the districts with support from Departments of WCD, Health & Education. In the first phase 100 districts were taken up and in the Second phase, 61 more districts are covered under the scheme.

NITI Aayog leads initiative to convert 100% Government – Citizen Transactions to the digital platform

New Delhi: In a transformative attempt to weed out black money and corruption from public life, the Government of India has constituted a Committee of Officers to enable 100 per cent conversion of Government – Citizen Transactions to the digital platform.

The Committee, under the leadership of NITI Aayog CEO Mr. Amitabh Kant, will identify and operationalize in the earliest possible time frame user-friendly digital payment options in all sectors of the economy. This is integral part of the Governments strategy to transform India into a cashless economy.

The aim of the committee is to identify various digital payment systems appropriate to different sectors of the economy and coordinate efforts to make them accessible and user-friendly. The committee will also identify and access infrastructural and bottlenecks affecting the access and utility of digital payment options.

To achieve expeditious movement into the cashless, digital payments economy across all States and sectors, it will engage regularly with Central Ministries, regulators, State governments, district administration, local bodies, trade and industry associations etc. to promote rapid adoption of digital payment systems. The attempt is to establish and monitor an implementation framework with strict timelines to ensure that nearly 80 per cent of the transaction in India moves to the digital-only platform. The committee will also attempt to estimate costs involved in various digital payments options and oversee implementation of measures to make such transaction between Government and Citizens cheaper than cash transaction.

The Committee led by NITI Aayog will also implement an action plan on advocacy, awareness and handholding efforts among public, micro enterprises and other stakeholders. That apart, it will organize training and capacity building of various states/UTs, Ministries/Departments of the Government of India, representatives of States/UTs, Trade and Industry Bodies as well as other stakeholders.

26 नवंबर संविधान दिवस के रूप में मनाना 2015 से प्रारंभ किया| कल्‍पना ये है कि हमारी नई पीढ़ी इस सविंधान के साथ उसकी प्रक्रिया के साथ उसके उद्देश्‍यों के साथ कनेक्‍ट रहनी चाहिए | ऐसा न हो कि सब कुछ चलता है लेकिन कैसे चलता है पता ही न हो| और ऐसी चीजों का एक निरंतर पुन: स्‍मरण आवश्‍यक होता है | जो मूल तत्‍वों का बार बार स्‍मरण करते हैं तो तत्‍कालीन समय के संदर्भ में करते हैं।



जिस विषय का अर्थ आज से 40 साल पहले होता होगा हो सकता है उसी बात का अर्थ दस साल के बाद अलग रूप में दिखेगा एक progressive format होता है लेकिन वो तब होता है जब इन मूलभूत चीजों के साथ हम हर चीज को कसते रहेगें, तौलते रहेंगें। हमारे स्‍कूल कॉलेजो के सभी बालकों को संविधान का preamble कम से कम साल में एक बार सामूहिक रूप से उसका पठन हो, उद्घोष हो, व्‍याख्‍या हो इससे लाभ ये होगा कि संविधान के महात्‍मय का सामान्‍य जीवन में एक स्‍थान बनेगा | बहुत कम देशों के जीवन में ऐसी घटना शायद घटती है कि जिसमें संविधान का उल्‍लेख बार-बार आता है लेकिन भारत एक देश ऐसा है कि जहां जब-जब हम संविधान का स्‍मरण करते हैं हमें डॉ बाबा साहेब अम्‍बेडकर का पुण्‍य स्‍मरण साथ-साथ याद आता है यानि बाबा साहेब और संविधान| संविधान यानि बाबा साहेब, बाबा साहेब यानि संविधान| ऐसी जीवन की सिद्धि किसी भी व्‍यक्ति के जीवन में असंभव है जो बाबा साहेब अम्‍बडेकर के जीवन में हम आज अनुभव कर रहे हैं बाबा साहेब ने नहीं कहा था| उनके कालखंड में शायद किसी ने इतना recognize भी नहीं किया होगा लेकिन जैसे समय बीतता गया हम सबको लग रहा है कि कितना महान काम हम लोगों के लिए हो रहा है|

संविधान, समय ऐसा बदला है कि संविधान में तो हर कोई अपने अधिकार ढूंढता रहता है अपने अधिकारों को और अधिक हवा भरने का भी प्रयास करता है | बड़े चतुर लोग संविधान को ही आधार बनाकर के अधिकार का दुरूपयोग करने की हद तक भी कभी-कभी सीमांए लांघ देते हैं| इससे एक anarchy पैदा होती है और बाबा साहेब अम्‍बेडकर grammar of anarchy की बात करते थे| ये हम सबका दायित्‍व होता है नागरिक हो , शासन व्‍यवस्‍था हो सरकार हो, शासन व्‍यवस्‍था के भिन्‍न-भिन्‍न अंग हों। हर एक के बीच तालमेल बिठाने का सबसे बड़ा अगर source है तो हमारा संविधान है| Lubrication करने की ताकत भी है तो संविधान में हैं, रक्षा करने की ताकत है तो वो संविधान में है और इसलिए इन संविधान की आत्‍मा के साथ हमारा जुड़ना बहुत जरूरी है, सिर्फ धाराओं के साथ जुड़ने से बात चलती नहीं है | Spirit of the constitution और इसलिए आज उसकी प्रोसेस की जो किताब निकली है वो शायद spirit of the constitution के लिए उस एक पन्‍ने को खोलने के लिए शायद हमें काम आ सकता है तो मैं इसका भी स्‍वागत करता हूं|

ये बात सही है कि देश आजाद हुआ कर्तव्‍य भावना की उत्‍कृष्‍ट अभिव्‍यक्ति के बाद| देश का हर नागरिक आजादी के आंदोलन को अपना कर्तव्‍य मानता है| देश आजाद होने तक कर्तव्‍य का भाव इतनी ऊंचाइयों पर पहुंचा था जो बेमिसाल था और शताब्‍दी से भी ज्‍यादा अधिक समय तक वो भाव लोग जीते थे। लेकिन आजादी के तुरंत बाद उस ऊंचाई से अचानक हम ऐसे नीचे आए कि कर्तव्‍य का सारा भाव अधिकार में परिवर्तित हो गया और अघिकार, हक, मेरा क्‍या इसने इस प्रकार से जीवन को ग्रथित कर लिया कि कर्तव्‍य का लोभ होता चला जा रहा है |

हम संविधान के माध्‍यम से कर्तव्‍य और अधिकार का संतुलन कैसे बिठाए देश के सामने चुनौती है| और उस दिशा में इस प्रकार के प्रयत्‍नों से रास्‍ते खोजे जा रहे हैं| हम 26 जनवरी बड़े गर्व के साथ मनाते हैं लेकिन हम न भूलें कि 26 नवंबर के बिना 26 जनवरी अधूरी है | 26 जनवरी की ताकत 26 नवंबर में है और इसलिए इस 26 नवंबर संविधान दिवस के रूप में नई पीढ़ी के लिए विशेष रूप से उसका पुण्‍य स्‍मरण करते हुए उसकी बारिकियों को जानने का प्रयास अलग-अलग जगह पर अलग-अलग काम हो करते रहना चाहिए|

ऑनलाइन काम्‍पीटिशन हो कभी संविधान पर बालकों के लिए essay writing competition हो| यही चीजें हैं आखिरकर लोगों को इसके साथ जोड़ती है| इन दिनों भ्रष्‍टाचार, काला धन उसके खिलाफ एक बहुत बड़ी लड़ाई है देश लड़ रहा है देश का सामान्‍य नागरिक इस लड़ाई का सिपाही बना है | उसको लगता है कि सत्‍तर साल तक इसी कानूनों नियमों का दुरूपयोग करने वालों ने देश को भ्रष्‍टाचार में डुबो दिया है | संविधान कानून का दुरूपयोग करके किया है | इस सरकार के इस निर्णय के संबंध में बहुत कम आलोचना हो रही है लेकिन कुछ लोगों की आलोचना क्‍या है, आलेचना ये है कि सरकार ने पूरी तैयारी नहीं की।



मैं समझता हूं कि मुद्दा ये नहीं है कि सरकार ने पूरी तैयारी नहीं की। ऐसे लोगों की पीड़ा इस बात की है कि सरकार ने किसी को तैयारी करने का समय नहीं दिया। दुख इस बात का है अगर उनको एक 72 घंटे भी तैयारी के मिल जाते तो तो वाह-वाह मोदी जैसा कोई नहीं, कितना बड़ा अहम कदम उठाया है और इसलिए फिर भी इतना बड़ा देश है निर्णय बहुत बड़ा है देश का उज्‍जवल भविष्‍य देखनें वालो से इतनी अपेक्षा है कि आइए हम सब मिलकर के सामान्‍य मानवीय की कठिनाइयों को दूर करें| इस महायज्ञ में सफल होकर के विश्‍व के सामने भारत को एक ताकतवर देश के रूप में हम उभारें, सारा देश, सारी दुनिया जब सर्वे होता है भ्रष्‍टाचार की कतार में बहुत अग्रिम पंक्ति में भारत का नाम नजर आता है, भारत को नीचा देखना पड़ता है। हमने गर्व से माथा ऊंचा करना है और इसलिए फैसले लेने होते हैं और फैसलों को अनुपालन करके सिद्धियां भी प्राप्‍त करनी होती हैँ और मैं निमंत्रण देता हूं सभी राजनीतिक दलों को सामाजिक संस्‍थाओं को, मीडिया को दूसरा डिजिटल करेंसी हर किसी को उसके पैसों का हक है, हर किसी को उसके पैसों को उपयोग करने का हक है कोई रोकता नहीं है लेकिन जरूरी नहीं कि हर बार नोट हाथ में हो तभी उपयोग हो आज व्‍यवस्‍थाएं बहुत उपलब्‍ध है| आप अपने मोबाइल फोन से भी अपने सारे रुपये जहां खर्च करने हैं कर सकते हो, आपके पाई-पाई पर आपका हक है मैं इस माध्‍यम से जब संविधान की चर्चा हो रही है संविधान इन व्‍यवस्‍थाओं को विरक्षक है।

मैं देशवासियों से और खासकर के समाज का नेतृत्‍व करने वाले हर शख्‍स से मैं मीडिया से आग्रह करता हूं जिस देश के पास पैंसठ प्रतिशत नौजवान हो 35 से कम उम्र के नौजवान हो, जिस देश में 100 करोड़ से ज्‍यादा मोबाइल फोन हो जिस देश में अब टेक्‍नोलॉजी मोबाइल फोन से भी कारोबार करने के लिए सुविधा उपलब्‍ध हो सभी बैंक की अपनी एप हो तो हम क्‍यों न लोगों को प्रेरित करें, लोगों को प्रशिक्षित करें और ये कोई कठिन काम नहीं है जब आज हम व्‍हाटपअप कहां सीखने गये थे कि किसी इंजीनियर कॉलेज में जाकर के आइटी कॉलेज में जाकर के अनपढ़ भी अनपढ़ आदमी को मालूम है कि व्‍हॉटसअप कैसे देखना है व्‍हॉटसअप कैसे फॉरवर्ड करना है जितनी सरलता से व्‍हॉटसअप फॉरवर्ड होता है उतनी ही सरलता से हम शॉपिंग भी कर सकते हैं अपने मोबाइल फोन से| देश का उज्‍ज्‍वल भविष्‍य के लिए हमने ट्रांसपेरेंसी लाने की आवश्‍यकता है, डिजिटल करेंसी की ओर जाने की आवश्‍यकता है और हिन्‍दुस्‍तान की 500 शहर, 500 शहर अगर एक हफ्ते में अगर चाहे तो इस काम को कर सकते हैं। आपको हैरानी होगी 8 नवंबर के इस निर्णय के परिणाम का सबसे बड़ा फायदा किसने उठाया मैंने कल हिसाब लिया |कुछ नगरपालिका, महानगरपालिकाओं का बहुत कम ईनी-गिनी पलिका, महानगरपालिका | कोई 40-50 का मुझे बताया गया | पहले तीन साढे तीन हजार करोड़ टेक्‍स आता था 8 नवंबर के बाद 13 हजार करोड़ उनके खजाने में जमा हो गया| ये पैसा किसके काम आएगा उस गांव में गरीब बस्‍ती में कहीं रास्‍ते बनेंगे, कहीं बिजली लगेगी कहीं पानी के नल लगेंगे एक समाज जीवन में क्रांति की दिशा में काम कर रहा है| और इसलिए राजनीति के ऊपर भी समाज जिनके बहुत काम करने होते हैं संविधान हमें वो प्ररेणा देता है| संविधान हमें हमारी विरासतों को संभालने की जिम्‍मेदारी देता है| लिखा हुआ है उसमें हमारी महान विरासतों को संभालना ये हमारी जिम्‍मेदारी है|

आइए हम सब मिलकर के बाबा साहेब अम्‍बेडकर ने जो महान कार्य किया है उसके शब्‍दों को और भावों को पीढ़ी दर पीढ़ी समयानुकूल संदर्भ में हम उसको जीके सीखें, जीना सीखें, जीकर के दिखाएं और देश को हर पल नई ताकत, नई ऊर्जा देते रहे|



मैं सुमित्रा जी का हद्य से अभिनंदन करता हूं इस बार पार्लियामेंट नहीं थी 26 तारीख को छुट्टी थी फिर भी उन्‍होंने इस संविधान दिवस के महात्‍मय को बरकरार रखने के लिए इतना बड़ा प्रकल्‍प किया| स्‍टेट में भी उसका initiative लिया गया, स्‍कूल कॉलेज में initiative लिया गया और धीरे-धीरे करके ये भी एक महत्‍वपूर्ण अवसर के रूप में बनेगा ये विश्‍वास है हमें इस समय मुझे आने का अवसर मिला मेरे समय की कठिनाई के कारण आपको भी जरा जल्‍दी-जल्‍दी आना पड़ा इसके लिए मैं क्षमा चाहता हूं|

PM Shri Narendra Modi attends Book Release function to commemorate Constitution Day

The Prime Minister, Shri Narendra Modi, today attended a book release function to commemorate Constitution Day, at Parliament House Annexe. 

Two books: an updated version of the Constitution of India; and “Making of the Constitution” were released on the occasion. 

Speaking on the occasion, the Prime Minister said that 26 November is being celebrated as Constitution Day since 2015. He said that successive generations should be well acquainted with the Constitution, and recall it in the contemporary context. 

The Prime Minister said that In India, when we recall the Constitution, we also recall Babasaheb Ambedkar. He said that we must be connected with the spirit of the Constitution, and look for a balance between rights and duties. 

Noting the importance of Constitution Day, the Prime Minister said 26 January (our Republic Day) could not have been celebrated without 26 November. 

The Prime Minister said that the common citizen has today become a soldier in the fight against corruption and black money. He encouraged people to use digital modes of money exchange to the extent possible, as this would increase transparency. He asserted that every person has a right to spend his or her money, and no one can take away anyone's money.

Special Camps being organized at Anganwadi Centres for AADHAR enrollment of Children


Under the Integrated Child Development Services (ICDS) Scheme, Aadhar enrolment of children below 5 years has been taken up with States/ Union Territories. As per information available from UIDAI, Aadhaar saturation among children below 5 years of age is 30.7% as on 15.11.2016.
States/ UTs have been requested to organise special enrolment camps at Anganwadi centres (AWCs) twice a year in coordination with the Registrar/ Enrolment Agencies active in States/ UTs for enrolment of children below 5 years under Aadhar.
The Aadhar Act has been notified in the Gazette of India vide notification dated 26.03.2016 conferring legal status upon the Unique Identification Authority of India (UIDAI) to issue Aadhar to the residents of India. The Authority shall take special measures to issue Aadhar number to women and children.
This information was given by the Minister of State in the Ministry of Women and Child Development, Smt. Krishana Raj in the Rajya Sabha today.

Government Supporting Research on Dengue Vaccine in a Major Way


Department of Biotechnology(DBT), Ministry of Science & Technology has been supporting the research on Dengue vaccine in a major way under the aegis of Indo-US Vaccine Action Programme (VAP) and the Vaccine Grand Challenge Programme (VGCP). Efforts have been supported for the development of safe, efficacious and inexpensive dengue vaccine and continued support will be provided based on review of the programme and the milestones achieved.
A major project on “Development of envelope domain III –based dengue virus-like particle (VLP) vaccine candidates“ has been implemented at International Centre for Genetic Engineering & Biotechnology (ICGEB), New Delhi at a total cost of Rs.429.41 lakhs in March, 2016. Under this promising candidates were developed that elicited protective immune response in mice. The Dengue Subunit Vaccine Tetravalent (DSV) vaccine candidates have been transferred to Industry for further development. Also the Biotechnology Industry Research Assistance Council (BIRAC), a not-for-profit Section 8, Schedule B, Public Sector Enterprise of DBT supported project on ‘Optimization and characterization of a Virosome Vaccine for Dengue” with a total cost of Rs.89.19 lakhs for a period of two years, to induce a balanced immunity against all four dengue virus serotypes. The project will go to further studies subsequent to establishment of immunogenicity for the tetravalent vaccine in the present proposal.
As and when the candidates are ready for the dengue vaccine trials, the Government will explore the possibility of supporting the trials through inter-ministerial sources and other international agencies.

5th International Tourism Mart Inaugurated in Imphal, Manipur


The 5th International Tourism Mart (ITM) was inaugurated by the Chief Minister of Manipur Shri Okram Ibobi Singh   in presence of Union Tourism Secretary Shri Vinod Zutshi in Imphal Manipur, today. The ITM is organized by the Union Ministry of Tourism in association with the North Eastern States and the state of West Bengal.

Inaugurating the Mart, the Chief Minister of Manipur Shri Okram Ibobi Singh expressed the International Tourism Mart would provide a good platform to promote tourism in the State of Manipur besides the other neighbouring states in the region. He further added that timing the ITM during the 10 day long Sangai Festival Organised by the State Government of Manipur brings out an opportunity to showcase the varied cultural and natural heritage of the State. He also stated that this is the first ever time that the State had seen presence of such a large presence of tourism stakeholders from abroad which will lay the foundation for promotion of tourism in the State. He also stressed on the need for developing air connectivity to the state especially bringing in International flights to Imphal.

  Delivering the special address, the Union Tourism Secretary Shri Vinod Zutshi affirmed the commitment of the Ministry of Tourism in developing and promoting the tourism in the north east region.  He touched upon the various initiatives of the Ministry of Tourism in developing and promoting the tourism infrastructure in the North East Region. He said that for North Eastern States, the Ministry has sanctioned 12 projects worth Rs. 1070.07 Crores covering all the 8 states under its flagship scheme of Swadesh Darshan.

Acknowledging the support extended by Government of Manipur, the host State of this year’s ITM 2016 and the roles of other participating State Governments, Shri Vinod Zutsh urged all the states in the North East region of the country to synergise their efforts for integrated and holistic development and promotion in the region

  This 5th International Tourism Mart 2016, spread over three days is seeing participation of 48 international delegates comprising of tour operators and media persons from delegates from Australia, Bangladesh, Brazil, Brunei, Cambodia, Canada, Germany, Indonesia, Ireland, Italy, Japan, Kenya, Korea, Lao PDR, Malaysia, Myanmar, Netherlands, New Zealand, Oman, Philippines, Russia, South Africa, Singapore, Spain, Sri Lanka, Thailand, U A E, UK and USA.   This mart also has participation of 80 tour operators from eight north eastern States and West Bengal besides domestic buyers (tour operators) from different regions of the country.

The State Tourism Departments of eight north eastern states and West Bengal have put up colourful exhibitions at the mart venue which was inaugurated by the Chief Minister of Manipur and the Union Tourism Secretary. These States are also highlighting their rich and varied culture and distinct cuisines.

Shri Kiren Rijiju addresses at the National Foundation for Communal Harmony programme


The Minister of State for Home Affairs, Shri Kiren Rijiju addressed at the function organised by the National Foundation for Communal Harmony at the National Police Memorial here today. The programme was organised as a part of activities being organised on the occasion of celebration of “Communal Harmony Week” being observed from November 19-25, 2016. The students from various schools representing different religious communities participated in the function. During the function, the students presented various programmes including religious songs, speeches and patriotic songs.
Speaking on the occasion, Shri Kiren Rijiju said that to assemble at the National Police Memorial is a tribute to the martyrs. He said that the uniform does not differentiate the security forces on the basis of religion. They all are providing security in the border areas.
The MoS said that the students participating in the programme represent the student community of the country. He said that it is very encouraging to see these students here and termed it a ‘harmonious gathering’. Appreciating the students for their talent exhibited through their performances at the programme, Shri Rijiju said that this shows that they are getting good education in their schools. He congratulated the institutions for their efforts in nourishing these children. He said that these days students are fortunate to have many avenues to add to their knowledge, one of the important medium being internet. He said that the students should make every effort to enhance their knowledge by taking advantage of these mediums available to them.
Shri Kiren Rijiju appealed to the students to spread the message of communal harmony to other parts of the country when they go back. He said in future each child will take different course in his life and will get an opportunity to serve the country. He appealed to the students that they should never get swayed by the appeals made by any group to divide them on the basis of religion, caste or region.
Speaking on the occasion, the Special Secretary (Internal Security), Ministry of Home Affairs, Shri Mahesh Kumar Singla said that this is a good initiative taken by the Foundation. He said that the Police Commemoration Day celebrated on 21st October this year was observed for the first time at the National Police Memorial and the Union Home Minister Shri Rajnath Singh had participated in the Parade. He also told the children the role of Paramilitary forces in the safety and security of the nation. He said that the National Police Memorial is a ‘sacred place’ and remembers the supreme sacrifices made by the security forces irrespective of their religions.
On the above occasion, MoS Shri Kiren Rijiju also inaugurated the social media platform of ‘My Nation, My Passion’. A pledge was also administered to the participants on the occasion.
The Secretary, National Foundation of Communal Harmony Shri Awadh Kumar Singh, the DG, ITBP Shri Krishna Chaudhary, DG, CISF Shri O. P. Singh and other senior officers were also present on the occasion.

‘Like Cotton Twines’ is an attempt to give Voice and Identity to Women in Ghana: -Leila Djansi



The team of the critically acclaimed Ghanaian film, ‘Like Cotton Twines’, interacted with the media at the IFFI, 2016 in Goa today.



The film, a social drama set in a remote Ghanaian village, is about a 14 year-old Ghanian girl, Tuigi who is supposed to become a Trokosi, a social practice prevalent in tribal communities of Ghana where young girls have to become slaves to the gods as a part of an appeasement of sins committed by their family members.

The film depicts an African-American volunteer, Micah Brown who is teaching in Tuigi’s village, struggling with history, the Church and the State, to give Tuigi a life outside tradition.

Talking about the making of the film, Ms. Leila Djansi, the Ghanaian-American Director, said that the story, based on her experiences from different countries, has been close to her heart for more than 20 years and has taken over 8 years in its making. The crew had to face a lot of difficulties during the production that ranged from social stigmatization to financial hurdles. The film seeks to give a voice and identity to the oppressed women around the world, specifically in Ghana, she added.

‘Like Cotton Twines’, has won the top prize for the Narrative Feature at the recently concluded Savannah Film Festival.

Ms. Djansi is a critically acclaimed Ghanaian-American filmmaker who began her career in Ghana at the early age of 19. Her directorial debut in 2009 netted an unprecedented 11 nominations at the African Academy Awards, winning the special Jury Award for Overall Best Film, as well as the BAFTA/LA Choice Award at the Pan African film.

Replying to a question on the prevalence of racism in Ghana, Ms. Akofa Djankui, one of the Producers, said that the social evil of racism is still prevalent in Ghana and she hopes that cinema will help educating people to rise above such practices that are a baggage of the colonial past.

Adding to this, Ms. Whitney Valcin, the other Producer, noted that racism has been prevalent even in America for decades now. ‘We are progressing but still have a long way to go and hope that our movies reach out to maximum number of people and bring in a significant change in the way they think’, she added.

Two Indian Films to Compete with 13 Foreign Films in International Competition Section of 47th IFFI


‘Ishti’, a film focussing on stigmas of Indian society; and ‘Sahaj Paather Gappo’ (Colours of Innocence), a film that reflects the struggles of a family challenged by situations, will compete in the International Competition section of the 47thInternational Film Festival of India. The names of these two Indian films were announced by the Directorate of Film Festivals.
The 13 other films were announced at a press conference on November 1st, 2016 in New Delhi. The International Competition section has 15 films from across the globe, including these 2 films from the Indian Panorama section.
‘Ishti’ is a Sanskrit film, set in the mid-twentieth century Kerala, where young Namboothiri Brahmins successfully challenge the orthodox, patriarchal traditions of their community. ‘Ishti’, a Sanskrit word, means the search for oneself, yaga, etc.
‘Sahaj Paather Gappo’ (Colours of Innocence)is a film directed by Manas Mukul Pal, which reflects the struggles of a family going through tough times, the early maturity of kids and the sacrifice of their wills, by focussing on a story of two brothers.
These films will be judged by an esteemed jury and awards will be presented to the Best Film, Best Director, Best Actor-Male, Best Actor-Female and a Special Jury Award.
The films competing under this section are ‘According to Her’, ‘Daughter’, ‘House of Others’, ‘I, Olga Hepnarova’, ‘Mellow Mud’, ‘Nelly’, ‘Personal Affairs’, ‘Rauf’, ‘Scarred Hearts’, ‘The Last Family’, ‘The Long Night of Francisco Sanctis’, ‘The Throne’, ‘The Student’, ‘Ishti’ and ‘Sahaj Paather Gappo.

‘Allama’ nominated as Indian Entry for ICFT UNESCO Gandhi Medal


At 47th IFFI, ‘Allama’, a film by the national award winning director T.S. Nagabharana, about the journey of a 12th century metaphysician, will compete for the International Council for Film, Television and Audio-visual Communication (ICFT) UNESCO Gandhi Medal. 

ICFT Paris in collaboration with UNESCO will award the film that best reflects the Gandhi ideals of peace, tolerance and non-violence, a prestigious Gandhi Medal and Certificate. This competition section shall have eight films including ‘Allama’ that will compete to receive the prestigious ICFT UNESCO Gandhi Medal. Other films that will compete in this section are ‘A Real Vermeer’, ‘Beluga’, ‘Cold of Kalandar’, ‘Exiled’, ‘Harmonia’, ‘The Apology’ and ‘The Family: Dementia’. 

‘Allama’ is a film about 12th century metaphysician, a son of a temple dancer who embarks on a quest for knowledge and answers to his four core sentiments, yearning, and obsession – Maddales, failures and self-realisation. When he evolves and becomes “Prabhu”, a master of monotheistic and non-dualistic philosopher, he begins to question many core values in his ideal world where he can foresee violence and advices people to find solace and departs on his final journey to become one with nature and a true spirit.

Cabinet approves setting up of Jawahar Navodaya Vidyalayas in 62 uncovered districts of the country
The Cabinet Committee on Economic Affairs, chaired by the Prime Minister, Shri Narendra Modi has approved opening of one Jawahar Navodaya Vidyalaya (JNV) in each of the 62 uncovered districts with an outlay of Rs.2,871 crore.

The expenditure for this purpose during the 12th Plan will be Rs.109.53 crore with a spill over amount of Rs.2,761.56 crore from 2017-18 to 2024-25.  These JNVs will provide good quality modern education to the talented children prominently from rural areas.  It is expected that nearly 35,000 students will  be benefitted from these JNVs.

A full fledged Jawahar Navodaya Vidyalaya provide employment to 47 persons and accordingly 62 JNVs will provide direct permanent employment to 2914 individuals.

As JNVs are residential and co-educational in nature, it is compulsory for all the staff and students to reside in the Vidyalaya campus.  Due to its residential nature, each JNV will generate opportunities to the local vendors for supply of essential commodities such as food, consumables, furniture, teaching material etc. It will also create large opportunity for local service providers such as barber, tailor cobbler, manpower for housekeeping and security services  etc.

Background:

As on date, there are 598 sanctioned JNVs in 576  districts spread across 35 States / Union Territories.  Out of these, 591 are functional.  Each JNV has classes from VI to XII with a sanctioned strength of 80 students per class and total strength of 560 students.  Admissions to JNVs in class VI are done through an entrance examination.   At least 75% of the seats in a district are filled by candidates selected from rural areas of the district. 

Further, reservation of seats in favour of children belonging to Scheduled Castes and Scheduled Tribes is provided in proportion to their population in the concerned district subject to the condition that in no district such reservation is less than the national reservation percentage (15% for SC and 7.5% for ST).  One third of the total seats are reserved for girls.
