Public release of 8th batch of 25 declassified files relating to Netaji Subhash Chandra Bose on Web Portal

The 8th batch of 25 declassified files relating to Netaji Subhas Chandra Bose were released online on web portal www.netajipapers.gov.intoday by Shri N.K. Sinha, Secretary, Ministry of Culture. The present batch of 25 files pertains to Ministry of External Affairs (MEA), inclusive years 1951-2006.

It may be recalled that first lot of 100 files relating to Netaji, after their preliminary conservation treatment and digitization, were put in the public domain by the Prime Minister of India, Shri Narendra Modi on 23 January 2016, on the occasion of the 119th birth anniversary of Netaji. Subsequently, 175 files were released in 6 more batches between March and August, 2016.  In all, 275 files belonging to the Prime Minister’s Office (58 files), Ministry of Home Affairs (37 files), Ministry of External Affairs (171 files) and the Cabinet Secretariat (9 files) have been put in the public domain in the portal www.netajipapers.gov.in.

The present release of 25 files will further meet the continued public demand to access these files and this will also facilitate scholars to carry out further research on the doyen of the freedom movement.      

These files having passed the scrutiny of the specially constituted Committee having experts from the field of Archives which looks into the aspects such as:
1.      To ascertain the physical conditions of the files and carry out necessary repair and conservation wherever needed, through Conservation Unit.
2.      To verify the quality of digitization for enabling the digitized records to upload in the web portal ‘www.netajipapers.gov.in’.
3.      To check if there is any duplication in the files that are being released on the internet for use by the researchers and general public.
It may be reiterated that in 1997, the National Archives of India had received 990 declassified files pertaining to the Indian National Army (Azad Hind Fauj) from the Ministry of Defence. Further, in 2012, 271 files/ items pertaining the Khosla Commission, and 759 files/ items of Justice Mukherjee Commission of Inquiry, in total 1030 files/ items were received from the Ministry of Home Affairs. All these files/ items are already open to the public under the Public Records Rules, 1997.

India-Canada Annual Ministerial Dialogue Toronto, Canada

The third India-Canada Annual Ministerial Dialogue was held on 29-09-2016 between the Commerce and Industry Minister Mrs Nirmala Sitharaman and the Trade Minister of Canada Ms Chrystia Freeland at Toronto. The discussion covered outstanding trade and investment related issues and among other things, focussed on expanding bilateral trade, having more B 2 B interface with constitution of CEO Forum by Canada and regular interaction between the CEOs on both sides and also expediting the free trade and investment negotiations which are underway. This was the first high level meet led by a Ministerial level delegation from India after the new Government came to power in Canada. The Trade Minister of Canada emphasied the importance of the bilateral relationship and expressed happiness at the back to back visit by the Indian Commerce and Industry Minister and the proposed visit of the Finance Minister Mr Jaitely in the first week of October.
Both the sides expressed their strong commitment for taking forward the negotiations in CEPA and FIFA and expressed the desire for early conclusion keeping in view the mutual benefits to both countries and working towards a balanced outcome by taking into account sensitivities in certain sectors. Both the sides recognized the importnce of FIFA as tool for higher transperancy and stability of invetsments providing greater protection.
Both the Ministers heard each other’s perspective on CEPA and discussed some of the sectors where negotiations seem to have been struck. Responding to the Indian side which has shown enough flexibility in the Services modalities, the Canadian side is looking into the issues concerned with movement of natural persons and what kind of provisions could be built into the CEPA. India also took up the issues of Canada’s Temporary Foreign Workers Entry Programme which has acted as a barrier for the Indian IT companies invested in Canada to source Indian IT professionals as the norms for temporary entry have become more and more stringent. The Trade Minister of Canada assured that a Parliamentary Committee is examining these issues and some of these concerns are likely to be addressed.
Both sides appreciated the need for early institutonalization of the CEO Forum mechanism which would be instrumental in forming an organic link and suggest the issues concerning the trade to the Governments. Candian side assured moving fast in constituting the Canadian side list of CEO Forum and work out modalities faster. They could also meet prior to the proposed visit of Candian Prime Minister to India sometime in 2017 and form Groups for identified sub-sectors and come out with a set of recommendations. This would greately benefit the discussions during the PM level meeting.
India and Canada agreed to cooperate at the International Fora on Trade Faclitation Agreement on Services as well as the unfinished agenda items of Doha Round given the complimentarity of both the nations on these issues. The beginning made by both the Governments after assuming power in respective countries, through this Annual Ministerial Dialogue was emphasized by both the Ministers and they resolved to take forward the momentum with an of expanding bilateral trade between both the countries.

Cabinet approves ratification of the Paris Agreement

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to ratify the Paris Agreement (on Climate Change) on 2nd October 2016, the day of Gandhi Jayanti. 

Paris Agreement was adopted by 185 nations last year on 12th December 2015 and India signed the Paris Agreement in New York early this year on 22nd April 2016. A total of 191 countries have signed to the Paris Agreement so far. As per the provisions of the Paris Agreement, the treaty will come into force as and when 55 countries contributing to 55 % of total global emission ratify the agreement. So far, 61 countries have deposited their instruments of ratification, acceptance or approval accounting in total for 47.79% of the total global greenhouse gas emissions. 

India’s decision to ratify the agreement will take the number of cumulative level of emission of countries that have ratified the agreement so far to 51.89%. With the gathering momentum and willingness expressed by several other countries to ratify the agreement before the end of this year, it is expected that the Agreement will enter into force soon and give a thrust to the global actions to address climate change. 

With its decision to ratify the Agreement, India will be one of the key countries that will be instrumental in bringing the Paris Agreement into force. Given the critical role that India played in securing international consensus on Paris Agreement, today’s decision will further underline India’s responsive leadership in the community of nations committed to global cause of environmental protection and climate justice. 

While agreeing to ratify the Paris Agreement, the Cabinet has also decided that India should declare that India will treat its national laws, its development agenda, availability of means of implementation, its assessment of global commitment to combating climate change, and predictable and affordable access to cleaner source of energy as the context in which the Agreement is being ratified. 

Paris Agreement pertains to post-2020 climate actions. In the pre-2020 period, developed countries are to act as per Kyoto Protocol and some developing countries have taken voluntary pledges.

Cabinet approves Productivity Linked Bonus to railway employees

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2015-16. The approval entails a financial implication of approximately Rs.2090.96 crore. 

Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace. 

The payment of this Bonus to eligible Railway Employees will be made before Dussehra/Puja holidays.

Cabinet approves Closure of Hindustan Cables Limited, Kolkata

The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval for closure of Hindustan Cables Limited (HCL), Kolkata as per the provisions of the Companies Act, 1956/2013, Industrial Disputes Act, 1947 and other relevant Acts. The employees will be offered attractive VRS/ VSS Package at notional 2007 pay scales and other employees’ related liabilities including payment of salary and wages from April 2015 till they are separated from the Company on VRS/VSS will be settled as well. The disposal of assets of company will be in terms of the guidelines of Department of Public Enterprises on time bound closure of sick/loss making Central Public Sector Enterprises (CPSEs) and disposal of movable and immovable assets. 

Total cash infusion for closure of company will be Rs. 1309.90 crore and non-cash infusion of Rs. 3467.15 crore in the form of conversion into equity of Government of India's loan (including interest) outstanding as on 30.09.2016. 

Secured creditors of HCL, Kolkata, led by SBI as consortium lenders to the company, have been generous in their support. The One Time Settlement (OTS) terms include complete waiver of interest and settle on principal amount of Rs. 305.63 crore in settlement of all pari-passu collateral held by them. 

There is no production activity in the company since January 2003. The employees of the company are in 1997 pay scales. Due to non-payment of salary & wages, it is very difficult for the employees to survive and meet their immediate financial obligations. With the VRS/VSS package and clearance of other outstanding liabilities, the employees will come out of their present financial crisis. It will also help the employees in their post retirement rehabilitation. With the present time bound closure of the company, the valuable assets of the company will be available for other optimum utilization. 

Background:-

HCL was established in the year 1952. It had four manufacturing units at Rupnarainpur (West Bengal), Hyderabad (Telengana), Naini (U.P.) and Narendrapur (West Bengal). Registered office of HCL is located at Kolkata. The company was set up to cater to the needs of Government-owned telecom companies BSNL and MTNL for manufacture of telecom cables. Due to rapid change in telecommunication technology (wire-line to wireless), the demand for telecom cables has been drastically reduced. Several attempts were made by Department of Heavy Industries for revival of the company but failed. Attempts to transfer HCL units to Ministry of Defence/Department of Defence Production also did not yield results. The proposal for closure of the company has been made as per the recommendations of BIFR, BRPSE and the Roadmap approved by CCEA on 29.12.2014 for phasing out non-plan budgetary support to sick CPSEs. 

The company is a BIFR referred company since 2002. Government of India's decision for closure of the company will be conveyed to BIFR for seeking their approval. The employees of the Company will be offered attractive VRS/VSS. Retrenchment process will also be followed as per Industrial Disputes Act 1947. OTS with secured creditors will be made to free the land assets of the Company. The other liabilities of the company including statutory liabilities arising during the process of closure of company will be taken care of as per the provisions of law and the aforesaid guidelines of Department of Public Enterprises.

Cabinet approves an Undertaking between India and Korea on Mutual Recognition of Certificates for Seafarers, 1978

The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval for signing of an Undertaking between India and Korea on Mutual Recognition of Certificates. It is in pursuance of the Regulation 1/10 of International Convention on Standards of Training, Certification and Watchkeeping (STCW) for Seafarers, 1978, as amended. 

Signing of the Undertaking will pave way for recognition of maritime education and training, certificates of competency, endorsements, training documentary evidence and medical fitness certificates for seafarers issued by the Government of the other country. It is done in accordance with the provisions of regulation 1/10 of the STCW Convention, and cooperation between the two countries in the training, certification and management of seafarers.

Cabinet gives ex-post facto approval to Varistha Pension Bima Yojana, 2003 and Varistha Pension Bima Yojana, 2014

The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its ex-post facto approval for the Varishtha Pension Bima Yojana (VPBY) 2003 launched on 14th July, 2003 and Varistha Pension Bima Yojana (VPBY) 2014 launched on 14th August, 2014. The Cabinet also granted approval for expenditure incurred on subsidy amount released to LIC during the period of 2003-04 to 2014-15 for VPBY, 2003 and approval to incur expenditure on VPBY, 2003 and 2014 from the financial year 2015-16 onwards. 

The Schemes are implemented through Life Insurance Corporation (LIC) of India, and the difference between the actual yield earned by LIC on the funds invested under the Scheme and the assured return committed by the Government is paid as subsidy to LIC. 

Both are pension schemes intended to give an assured minimum pension to the Senior Citizens based on an assured minimum return on the subscription amount. The pension is envisaged until death from the date of subscription, with payback of the subscription amount on death of the subscriber to the nominee. 

Both the schemes VPBY - 2003 and VPBY - 2014 are closed for future subscriptions. However, policies sold during the currency of policy are being serviced as per the commitment of guaranteed 9% return assured by the Government under the schemes. VPBY-2014 was open from 14th August, 2014 to 14th August, 2015. As on 31sl March, 2016, a total number of 3,17,991 annuitants are being benefited under VPBY 2014. Similarly, a total number of 2,84,699 annuitants are being benefited under VPBY- 2003 as on 31st March, 2016.

Cabinet approves India - Singapore MoU to give a boost to Innovation, Creativity and Technological Advancement

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to the Memorandum of Understanding (MoU) in the field of Industrial Property Cooperation between Department of Industrial Policy and Promotion under the Ministry of Commerce & Industry and the Intellectual Property Office of Singapore (IPOS), Ministry of Law, Government of Singapore. The MoU will be signed at the upcoming visit of Singapore’s Prime Minister to India from 4-7 October, 2016. 

The MoU will enhance bilateral cooperation activities in the arena of Industrial Property Rights of Patents, Trademarks and Industrial Designs. It is intended to give a boost to innovation, creativity and technological advancement in both regions. The Priority initiatives under the MoU would be: 

• Exchange of best practices, experiences and knowledge on Intellectual Property awareness among the public, businesses and educational institutions of both countries

• Exchange of experts specialized in the field of intellectual property

• Exchange and dissemination of best practices, experiences and knowledge on IP with the industry, universities, R & D organizations and Small and Medium Enterprises

• Cooperation in the development of automation and implementation of modernization projects

• Partnership in IP-related training for local IP and business communities

The MoU will enable India to exchange experiences in the innovation and IP ecosystems that will substantially benefit entrepreneurs, investor and businesses on both sides. The exchange of best practices between the two countries will lead to improved protection and awareness about India's range of Intellectual creations which are as diverse as its people. It will be a landmark step forward in India's journey towards becoming a major player in global innovation and will further the objectives of the National IPR Policy, 2016.

Assistance to cities to improve energy use efficiency to tap Rs.6,000 cr saving potential per year Ministry of UD and EESL sign MoU to promote Energy Efficiency Programmes at no cost to cities Shri Venkaiah Naidu, Shri Piyush Goyal laud the joint initiative

Ministry of Urban Development has embarked on a major programme to improve energy use efficiency in bulk water supply, public lighting, transportation and domestic consumption in cities and towns across the country. The Ministry today signed a Memorandum of Understanding with the Energy Efficiency Services Limited, a public sector enterprise in this regard. 

The MoU was signed in the presence of the Minister of Urban Development Shri M.Venkaiah Naidu, Minister of Power, New and Renewable Energy Sources and Coal Shri Piyush Goyal and Shri Rajiv Gauba, Secretary (Urban Development). 

Shri Naidu said that energy audit and improving energy use efficiency is one of the mandated reforms under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and this initiative would help the cities significantly. “This will substantially reduce costs of operation of water supply schemes and public lighting and will benefit citizens” Shri Naidu said. 

Shri Piyush Goyal said that “EESL has done a great job over the last one year in promoting energy use efficiency programmes across the country and has done much better than private sector. EESL will ensure supply of latest technology for municipal programmes”. 

In the MoU, it has been stated that energy costs account for 40% to 60% of cost of water supply in urban areas and energy efficiency interventions can reduce this cost by 25% to 40%, depending on the type and age of machines being used for bulk water supply. Quoting Central Electricity Authority (CEA) it has been stated that urban local bodies can save about Rs.6,000 cr per year through such interventions in water supply and public lighting alone besides avoiding the need for 1,150 MW of power. 

Savings in water supply is said to be Rs.3,200 cr and 600 MW of power while it would be Rs.2,800 cr and 550 MW in case of public lighting per year. Emission of Carbon Dioxide, a climate change agent is estimated to be reduced by over 7 million tonnes per year. 

Necessary interventions would be undertaken by EESL without any financial burden on urban local bodies as cost of the proposed Municipal Energy Efficiency Programmes would be borne from out of the savings. MoU states that performance contracting offers a mechanism for urban local bodies to finance these projects without upfront investment. 

The MoU was signed by Shri Neeraj Mandloi, Joint Secretary(Urban Development) and Shri Saurabh Kumar, Managing Director of EESL. 

As per the MoU, EESL will develop overall strategy for taking up Energy Efficient Projects in urban areas and to start with, will take up implementation of energy efficient pump sets in public water works and sewage systems to be followed by similar interventions for public lighting, public transport systems and buildings. 

Cities selected under Smart City Mission would be targeted first to be followed by AMRUT cities and others in a phased manner. 

Ministry of Urban Development would facilitate signing of agreements between the State Governments, urban local bodies and EESL for conducting Investment Grade Energy Audit, preparation of technical reports and for implementation after the reports are approved. 

EESL will provide or arrange project funding for implementation as required and will procure latest technological equipment and materials in a transparent manner besides ensuring repair and maintenance services for the goods installed by it. 

It has been proposed in the MoU that after selection of cities, Investment Grade Energy Audit will be prepared by EESL in six months and after approval, project will be implemented in nine months from the date of signing of tri-partite agreement.

Combined Defence Services Examination (II), 2016

The Union Public Service Commission will be conducting the Combined Defence Services Examination (II), 2016 at different venues located at 41 Centres throughout the country on 23.10.2016 (Sunday). The e-Admit Cards for the candidates have been uploaded on the Commission’s Web-site http://www.upsc.gov.inwhich may be downloaded. Letters of rejection to the candidates stating reason(s) for rejection have already been sent through e-mail provided by the candidates. If any applicant is not able to download his e-Admit Card, he may contact UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 between (10.00 AM to 5.00 PM) on working day during working hours. The candidate may also send Fax message on Fax No. 011-23387310. The candidates may note that no paper admit card will be issued.

In case the photograph is not printed or available on the e-Admit Card, candidates are advised to carry three (03) photographs (one identical photograph for each session) along with proof of identity such as identity Card etc. and printout of e-Admit Card at the venue of the Examination to secure admission in the Examination.

MOBILE PHONES BANNED

(a) Mobile phones, pagers/bluetooth or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.

(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers/bluetooth or any valuable/costly items to the venue of the examination as arrangements for safe keeping cannot be assured. Commission will not be responsible for any loss in this regard.

President of India congratulates ISRO on the successful launch of PSLV-C35, carrying advanced satellite SCATSAT-1

The President of India, Shri Pranab Mukherjee has congratulated the Indian Space Research Organization (ISRO) on the successful launch of the PSLV-C35, carrying advanced satellite SCATSAT-1 alongwith seven other co-passenger satellites.
In a message to Shri A.S. Kiran Kumar, Chairman of ISRO, the President has said, “My heartiest congratulations to you and your entire team at the Indian Space Research Organisation (ISRO) for the successful launch of PSLV-C35, carrying advanced satellite SCATSAT-1 alongwith seven other co-passenger satellites from Algeria, Canada, USA and two from India.
I understand that SCATSAT-1 will help provide wind vector data products for weather forecasting cyclone detection and tracking services to the users. The nation is proud of this important achievement which is a significant milestone in the progress of our space capabilities.
Kindly convey my greetings to the members of your team of scientists, engineers, technologists and all others associated with this great mission. I wish the ISRO continued success in the coming years”.

Prime Minister told scientists to- “Link Technology with Common Man’s Life”- while inaugurating the CSIR Platinum Jubilee Celebrations

“CSIR is a reflection of India in its diversity and heterogeneity and has left its indelible mark in every sphere of activities of the nation while playing a pivotal role in the development of Modern India by its all-round approach to Research & Development”, said the Prime Minister of India and the President of the Council of Scientific & Industrial Research (CSIR). Shri Narendra Modi was addressing a distinguished gathering on the occasion of Platinum Jubilee Celebrations of CSIR, Ministry of Science & Technology here today.
The Prime Minister said that he looks forward to CSIR making an important contribution to the current Government’s mandate of doubling the income of the farmers’ income by 2022, the year the country celebrates 75 years of its Independence. In his message to the science fraternity across the country, Shri Modi stressed upon the urgent need to find technological solutions to address major problems being faced by the farmers, not only in terms of increasing the yield of the produce but also in growing crops in the wasteland areas through initiatives like ‘Per Drop More Crop’. He said we should have another objective which should be “an inch of land, and a bunch of crops.”
Shri Modi said that considering the contributions of CSIR over the last 75 years, the nation has large expectations from CSIR in delivering for the nation in the time-bound manner. This could be possible only by synergizing its activities and outcomes with all important functionaries in the entire value chain of taking the technology to masses, including all the important stakeholders, the government, industry, society and the ultimate users. Shri Modi gave a call to the scientific community to personally mentor science students to give shape to their ideas & energy and give India ‘Research Entrepreneurs’ of tomorrow.
The Prime Minister noted that CSIR has contributed significantly in Health sector. However, today when the nation faces the challenge of diseases like TB, Chikungunya, Dengue, etc, CSIR should also focus on development of affordable diagnostics that would help in the prevention of epidemics. He added that development of technologies enabling affordable products is the key to today’s world’s economy scenario that would not only cater to the domestic requirements but also help improve the country’s exports.
Earlier, Union Minister of Science & Technology and Earth Sciences, Dr. Harsh Vardhan while thanking the Prime Minister for his valuable support and guidance, assured him that CSIR, which stands among top 100 R&D institutions in the world, would definitely deliver to the nation in a time-bound manner. CSIR, with the best minds and infrastructure is striving towards transforming the Brain Drain towards Brain Gain for India, he added.
On this occasion, the Prime Minister released seven new plant varieties developed by CSIR laboratories to the farmers located at five different locations. These varieties included: Citronella, Rose-scented Geranium, Lemongrass, Calla-Lily, new turmeric, Vetiver & Gerbera. The Prime Minister also interacted with the farmers at these places on prospects of farming these. He candidly urged farmers via video-conferencing to strive for taking a quantum jump in agriculture with the help of science & technology. He encouraged them to increase the use of modern technology and participation of youth in agriculture, concentrate on value addition based agriculture and explore different markets for their produce. Government stands firmly behind each citizen in his endeavors, he added. These new plant varieties, developed by CSIR labs in partnership with the state agriculture departments and universities over a span of five years, are expected to benefit the farmers in terms of additional income as a result of substantial increase in the agriculture yield.
The PM earlier witnessed an exclusive exhibition of major technological contributions of CSIR, including the ones that are in pipeline and have great potential of delivery to remove the drudgery of common masses, largely in the areas of healthcare, water conservation, solid waste management, waste-to-wealth, Communication & IT, housing, industrial competitiveness, and contributions to the strategic sector.
Later, Shanti Swarup Bhatnagar Awards, 2012-15, country’s highest award in science and other CSIR Awards were presented by Minister for Science & Technology and Earth Sciences, Dr. Harsh Vardhan, Minister of State for Science & Technology and Earth Sciences, Shri Y.S. Chowdary and Dr. Girish Sahni, Director General, CSIR.
Speaking on the occasion the Minister of State for Science & Technology and Earth Sciences, Shri Y.S. Chowdary he envisioned a quantum jump in the field of Science & Technology Research and gave a call to the scientific fraternity to work dedicatedly for the ‘Target Nobel Prize’. The Ministry stands firmly behind all the efforts made in this direction, he added.

Shri J P Nadda inaugurates 20th session of WHO/FAO Coordinating Committee of Asia

India committed to adhering to international food safety standards: J P Nadda
“India is committed to adhering to international food safety standards.” This was stated by Shri J P Nadda, Union Minister of Health and Family Welfare at the inauguration of the 20th Session of the WHO/FAO Coordinating Committee of Asia (CCASIA), here today. He further added that there is a need for CCASIA to focus on standardization of foods/cuisines of Asian origin and popularize them internationally and facilitate their global trade.
Shri Faggan Singh Kulaste, Minister of State for Health and Family Welfare also graced the occasion.
Speaking at the event, Shri Nadda stated that CCAsia should work on the communication strategy and standardisation of processes, which shall be the contribution to Codex. There is an urgent need for enhancing awareness about the work of Codex in different countries and amongst key stakeholders, he noted. “The benefits of the work done by Codex Alimentarius could be further spread among all countries, especially in the developing countries that comprise almost 70% of the world population,” the Health Minister added.
Shri Nadda also highlighted the need for capacity building among the Asian countries. “There is a felt need for more coordinated action in the region on food standard related areas,” said Shri Nadda while underscoring the need for the Codex member countries to pool their resources and provide support to least developed countries in the region.
The Health Minister further mentioned that Codex has developed important standards and guidelines for different categories of food, national standards need to be harmonised with those of Codex to achieve an appropriate level of human health protection and fair practices in international trade. “We, in India, have already embarked on this harmonization process,” The Health Minister elaborated.
Shri Nadda again urged the Codex member countries to make Codex standard setting inclusive and continue to work collectively in this endeavor.
Addressing the participants, Shri Faggan Singh Kulaste, Minister of State for Health and Family Welfare said that it is imperative to lay down standards for food so that the food safety is ensured and the difficulties in trade of safe food are eliminated. Appreciating the work done by Codex Shri Faggan Singh further stated that the standards developed by Codex are accepted worldwide as these are science based and developed in an inclusive and transparent manner. “In essence, the Codex Alimentarius has reached every continent, and its contribution to the protection of public health and fair trade practices is immeasurable,” Shri Faggan Singh added.
Also present at the function were members of the food sector fraternity including the science community, industry and industry associations, consumer and citizen organizations, international organizations and foreign missions, experts and government officials from Central ministries and States and other key stakeholders.
Shri Shyam Khadka, Representative of the FAO in India, Dr. Poonam Khetrapal Singh, WHO Regional Director, Shri Ashish Bahuguna, Chairperson, FSSAI, Shri Sanjay Dave, Chairperson Coordinating Committee of Asia (CCASIA) and Ms. Anamaria Bruno, Senior Food Standards Officer, Codex Secretariat were also present at the inaugural ceremony.

Exercise Yudh Abhyas 16 : Validation Exercise Completed

Over the duration of past two weeks, Armies of India and USA have participated in Exercise Yudh Abhyas at Chaubattia. The exercise aimed at building positive military relations between the two countries and allowed the two armies to understand each other’s tactical and operational methodologies.The training culminated in a 48 hours consolidation and validation exercise in which troops carried out a daring rescue and destroy mission in the general area of Pilkholi near Chaubattia. 

The exercise was conducted with focus on counter Insurgency and counter terrorism operations under UN Mandate. During final validation, troops were inducted by helicopters into a notional hostile area in the heavily forested areas of Chaubattia, at heights ranging from 6000 feet to 7800 feet. It involved the complete spectrum of operations to include planning, preparation and execution of tactical drills to neutralize terrorists. 

The exercise began with a march of approx 6 kilometers with complete battle loads of almost 30 kilograms on each soldier; where in the physical fitness of the soldiers of both nations is put to acid test. The tactical picture painted required both the contingents to carry out various tactical operations to include Raid and Cordon & Search operations. Emphasis is also laid on use of state of the art equipment for surveillance, tracking and identification of terrorists, use of specialist weapons for close quarter battles, sensing & neutralizing IEDs and establishing effective communication. 

The validation exercise was reviewed by Major General RK Raina, General Officer Commanding of a Division of the Indian Army and Major General Thomas James, Commanding General, 7 Infantry Division of the US Army. A host of dignitaries and number of Senior Officers of both the armies observedthe validation exercise. 

The exercise was concluded with de-briefing by the contingent commanders and valuable suggestions by the senior reviewing officers of both sides, which would be recorded for implementation in the training by both armies.

PM Shri Narendra Modi inaugurates CSIR’s Platinum Jubilee Function on the occasion of its 75th Foundation Day

The Prime Minister, Shri Narendra Modi, today inaugurated CSIR’s Platinum Jubilee Function on the occasion of its 75th Foundation Day. 

The Prime Minister visited an exhibition showcasing several initiatives of CSIR. He also dedicated some medicinal and aromatic plant varieties to the nation, interacted with farmers from five different locations across the country: Hyderabad, Cuddalore, Jammu, Jorhat and Palampur. 

Speaking on the occasion, he said that starting with the indelible ink which is the hallmark of our democratic fabric, CSIR has left an indelible mark on every sphere of life. He urged CSIR to create an 'Ease of doing Technology Business' platform to bring in right stakeholders so technologies reach beneficiaries. 

The Prime Minister said history bears witness to the fact that no nation can develop, unless it has the benefit of science and technology. He said that a successful technology is one, which provides benefit to the common man. Complimenting CSIR for it contributions to the nation over the last 75 years, the Prime Minister said he expected a lot more from the organization in the future. He said it is important to connect science with citizens in this century, which is technology driven. 

The Prime Minister said an attempt should be made to give maximum opportunity to students to perform research at CSIR Laboratories. He added that CSIR has a key role to play in the emergence of new entrepreneurs in the country. Talking about agriculture productivity, he said that while he has always stressed on “per drop, more crop,” another objective should be “an inch of land, and a bunch of crops.” 

The Prime Minister later came down from the dais, to interact with schoolchildren who were present in the audience at Vigyan Bhawan.

BRICS Football Tournament Logo to be unveiled today

The First BRICS Under-17 Football Tournament, a Government of India initiative, is being held in Goa in October 2016. This Tournament will be played amongst the five BRICS countries, namely Brazil, Russia, India, China and South Africa. The dates of the Tournament have been coordinated to culminate with the Eighth Annual BRICS Summit, also being held at Goa.
An Organising Committee for BRICS Football Tournament has been constitutedas the apex committee for management and organisation of the Tournament. The Tournament promises to be a legacy event, setting very high standards in technical proficiency and impeccable standards of service to be provided to players, officials and spectators.
Union Minister of Sports and Youth Affairs (Independent Charge), Shri Vijay Goel will unveil the BRICS U-17 Football Logo at a ceremony to be held at the Bambolim Stadium later today.



The Tournament is set to commence on October 5 and the Bambolim Stadium will witness two matches every alternate day. The Final of the Tournament is scheduled to be held at Pandit Jawaharlal Nehru Stadium Fatorda on October 15.

BRICS Labour & Employment Ministerial Meeting Tomorrow

            BRICS Labour & Employment Ministerial Meeting begins tomorrow( being held on September, 27th- 28th, 2016)  in  New Delhi.  Ministers will deliberate to adopt the BRICS Labour & Employment Ministerial Declaration.  The Two day Meeting will have dedicated sessions on key thematic areas, i) Employment Generation,    ii) Social Security, iii) Inclusive Development Including Formalization.  International Organizations viz. ILO, ISSA and Academia’s are also participating and providing their research inputs to the deliberation.  Following the tripartite model of dialogue, the national social partners of BRICS countries are also participating in the deliberations.  At Valedictory Session, there would be Adoption of BRICS Labour and Employment Ministers’ Declaration.
The 1st Meeting of BRICS Employment Working Group (BEWG) was held on 27th – 28th July, 2016 at Hyderabad.   During this Meeting broad consensus were achieved on ‘Employment Generation for Inclusive Growth’, ‘Possible Social Security Agreement among BRICS nations’ and ‘Networking of Labour Institutes of BRICS nations’ to include in the BRICS Ministerial declaration for their subsequent discussion.

India has assumed the Presidency of BRICS in February,2016 and hosting the 8th BRICS Summit 2016 under India’s Chairmanship scheduled to be held on 15th-16th October, 2016 at Goa.  The theme of India’s BRICS Chairmanship is “Building Responsive, Inclusive and Collective Solutions”.
In the prelude to the final meeting of BRICS, a series of Meetings from participating Ministries are being held at various places in India. Following the recommendation of BRICS Labour & Employment Ministerial Meeting in Ufa, Russia under Russia Presidency.  The BRICS Employment Working Group has been constituted to deliberate on common issues and challenges facing the world of work in BRICS nations and to formulate appropriate & coordinated policy reforms.

FM to deliver the Valedictory Address at BRICS Seminar on “Challenges in Developing the Bond market in BRICS” in Mumbai tomorrow

One day Seminar to provide a platform to share the best practices from BRICS countries and to explore the global best practices which may be adopted to develop this market.
The Union Finance Minister Shri Arun Jaitley will deliver the Valedictory Address at the one day BRICS Seminar on “Challenges in Developing the Bond market in BRICS” in Mumbai tomorrow. The Seminar is being organized by the Department of Economic Affairs(DEA), Ministry of Finance, Government of India in partnership with Confederation of Indian Industry (CII). The Seminar will provide a platform to share the best practices from BRICS countries and also explore the global best practices which may be adopted to develop this market.
Along with the Union Finance Minister, the Seminar will also be addressed by eminent personalities including Shri Shaktikanta Das, Secretary, Department of Economic Affairs (DEA), Shri U.K. Sinha, Chairman SEBI, Shri R Gandhi, Deputy Governor, RBI and experts from BRICS nations, multilateral organizations, financial institutions and corporate sector.
India has assumed the Chairmanship of BRICS during the year 2016. Building Responsive, Inclusive and Collective Solutions is the core-theme for the BRICS Chairmanship with a special focus on institution-building, implementing past commitments, and exploring innovative solutions in a spirit of continuity with consolidation. A key agenda is to foster cooperation among BRICS in the development of financial markets.
One of the areas which have been identified as a priority is the development of bond markets. The need to develop robust domestic bond markets has been increasingly felt the world over post the global financial crisis. A deep and vibrant bond market provides governments and corporate with an alternative and cost effective source of debt funding which is vital for the economic growth and stability.
In this background, DEA is organising this one day Seminar on “Challenges in Developing the Bond market in BRICS” tomorrow i.e. 27th September, 2016 at Mumbai.

English Translation of the text of PM’s ‘Mann Ki Baat’ Programme on All India Radio on September 25, 2016

My dear countrymen, Namaskar! We recently lost 18 brave sons of our country in a terrorist attack in Uri Sector in Jammu and Kashmir. I salute these valiant soldiers and pay my tributes to them. This cowardly act has shocked the entire Nation. There are strong emotions of widespread grief as well as anger across the country. And, this is not only a loss for the families who have lost a son, a brother or a husband. In fact, it is a national loss. And, therefore, I will just reiterate to you, my countrymen, what I had said that very day, that the guilty will certainly be punished. 

My dear countrymen, we have full faith in our armed forces. They will foil with their valour every such conspiracy, and they are the ones to reach the pinnacle of bravery so that we, their 1.25 billion fellow countrymen, can live peacefully and be happy. We are proud of our army. We politicians have many opportunities to speak our mind and we do speak. But, the forces do not speak, they take action. 

I also wish today to specially talk to those living in Kashmir. Kashmiris are now beginning to recognize well the true face of the anti-national forces. And as they understand the truth better, they are now separating themselves from such elements and have started moving on the path of peace. Every parent wants the schools and colleges to be functioning properly at the earliest. Farmers also feel that their ripened crops and fruits should reach markets across the country. Economic activities too should be back on track. And during the last few days there has been a movement towards restoration of trading activities. We all know that peace, unity and harmony are the only way to solve our problems and also the way to our progress and development. We have to scale greater heights of development for the sake of our future generations. I am very sure that by sitting together we shall definitely find solutions to our problems, find ways to move ahead and also pave a better path for future generations in Kashmir. Providing security to people in Kashmir is the responsibility of the administration. The government has to take some steps to maintain law and order. I shall also tell the security forces that all our capabilities, power, laws, rules and regulations are basically meant to maintain law and order in order to provide a life of peace and happiness for the common people of Kashmir. We shall strictly abide by this. At times, people thinking differently from us also provide new ideas. These days I get to learn quite a lot through social media. I get an opportunity to know and understand views of different people from all corners of the country and this actually adds to the strength of our democracy. Recently, Harshvardhan, a young student of Eleventh Class has put before me a different type of thought. He has written – “I was very much distressed after the Uri attack and strongly felt like doing something. But, I did not know how to go about it as what could a young student like me possibly do. So, I was trying to find some way to be of some service to the nation. And I have resolved that I would devote three more hours daily towards my studies. I shall become a capable citizen so that I can serve the country well. 

Brother Harshvardhan, I am happy to know that despite this atmosphere charged with anger, you are able to think in a healthy manner at such a young age. But, dear Harshvardhan, I shall also like to add that the anger in the hearts of our countrymen is of a very high value. It symbolises our national consciousness. This anger has the resolve to do something. Yes! You have presented that with a constructive approach. But, you must be aware that during the 1965-war, Lal bahadur Shastri Ji was leading us and then also similar feelings of rage, anger and patriotic fervour were sweeping the nation. Everyone wanted that something must happen, must be done. Then, Lal Bahadur Shashtri Ji had very aptly tried to touch the emotional universe of the country. He gave the mantra-“Jai Jawan, Jai Kisan” which inspired the common people of the country to work for the nation. Lal Bahadur Shashtri Ji showed that even amidst the deafening sounds of gunfire and bombardment, there existed an alternative way for every citizen for expressing patriotism. During the freedom movement, Mahatma Gandhi also used to mount highly successful experiments to divert the strong energy of that movement towards constructive social work, whenever a lull was needed amidst the extreme intensity in that movement. Now, if all of us, that is, our armed forces, people in the government, fulfill our respective responsibilities sincerely, and all of us countrymen, each citizen make some constructive contribution imbued with the feeling of patriotism, our country will most definitely scale greater heights. 

My dear countrymen, Shri T.S. Kartik has written on NarendraModiApp that our athletes who participated in the Paralympics have created a new history and their performance is a triumph of the human spirit. Shri Varun Vishwanathan has also written on NarendraModiApp that our athletes did a commendable job and that I should talk about this in ‘Mann Ki Baat’. Not only the two of you but each one of our countrymen has felt an emotional attachment with our athletes who participated at the Paralympics. Perhaps going beyond sporting achievements, these Paralympics and the performance by our athletes have transformed our attitude towards humanity, towards specially-abled, DIVYANG people. And, I shall never be able to forget what our victorious sister Deepa Malik had to say. When the medal was awarded to her, she said – “Through this medal I have actually defeated the disability itself.” There is great strength in this remark. This time 19 athletes, including three women, took part in Paralympics from our country. Compared to normal sporting activities, when the DIVYANG play, in addition to physical ability and sporting skills, what are needed even more are will power and resolve. 

You will be pleasantly surprised to learn that our sportspersons put up their best ever performance this time and won 4 medals including two gold, one silver and one bronze. Brother Devendra Jhajharia won the gold medal in Javelin throw and repeated his gold winning performance after 12 years. One gets older over a period of 12 years and after having won the gold medal once, the passion for the same is also somewhat reduced. Yet, Devendra displayed that physical condition and increasing age could not dent his strong determination and he successfully claimed his second gold medal after a gap of 12 years. And, he was not born a DIVYANG. He lost one of his hands due to suffering electric current shock. Just think about the perseverance and the huge effort put in by him in repeating the feat of winning a second gold medal at 35 years of age 12 years after winning the first one at 23. Mariyappan Thangavelu won a gold medal in High Jump. Thangavelu had lost his right leg when he was just 5. Even poverty could not come in the way of his resolve. He is not from a big city, he does not come from a middle class or rich family. Yet despite facing all sorts of difficulties and physical challenges, at the age of 21, through his unwavering determination he won the medal for the country. As far as Athlete Deepa Malik is concerned, she has won laurels many a times by emerging victorious repeatedly. 

Varun C. Bhati won a bronze medal in High Jump. Medals in Paralympics have a significance of their own, but going beyond that these medals have made a very big contribution in transforming the attitude towards our DIVYANG brothers and sisters in our country, our society and our neighborhoods. These have not only inspired our empathy but also changed the way of looking at the DIVYANG people. Only very few people might be knowing as to what stupendous feats were performed by these DIVYANG people in the Paralympics this time. Olympic Games were held at the same venue only a few days ago. Can anyone ever imagine the DIVYANG athletes breaking a record set during the general Olympic Games? It happened this time. In the 1500 meter race, Abdellatif Baka of Algeria set a new record by completing the 1500 meters race taking 1.7 seconds less than the time taken by the gold medalist in the same event at the general Olympics. Not only this, what really surprised me was the fact that the athlete, who finished fourth in this event amongst DIVYANG persons and thus missed winning any medal, actually took less time than the gold medalist of general category in completing the race. I once again congratulate all our Paralympic athletes and India is progressing in the direction of preparing an effective plan for developing our athletes and also the facilities for the Paralympics. 

My dear countrymen, last week I had many wonderful experiences in Navsari, Gujarat. It was a very emotional moment for me. Government of India had organized a Mega Camp for DIVYANG persons and a number of world records were established that day. A visually challenged little girl child Gauri Shardul, hailing from far flung forest area in the Dang District, can recite the complete Ramayana epic as she has learnt it by heart. She rendered certain portions before me and when I presented her performance before other persons there, everyone was amazed. I got an opportunity to publicly release a book that day wherein success stories from the lives of some DIVYANG persons had been compiled. These were very inspiring incidents. Government of India created a world record in Navsari which I believe to be very important. The task of fitting hearing aids to 600 hearing impaired DIVYANG people in just eight hours was completed successfully. This deed found a mention in Guinness Book of World Records. Three world records in a single day by DIVYANG people is a matter of great pride for our countrymen. 

My dear countrymen, we had launched ‘Swachha Bharat Mission’ two years ago on 2nd October, the birth anniversary of our revered Bapu. That day too I had said that cleanliness should become our nature, a duty for every citizen and there should be an atmosphere harbouring a sense of revulsion against filth. Now it is going to be nearly two years on 2nd October and I can confidently say that one hundred and twenty five crore people of the country have now become more aware about cleanliness. I had said ‘one step towards cleanliness’ and today we can say that each one of us has definitely tried to take one step further. This means that the country has taken 125 crore steps in the direction of achieving cleanliness. This affirms that the direction we have taken is correct and also fruits of the action are very sweet. It has also been seen as to how much can be achieved through making small efforts. Everyone, be it a common citizen, an administrator, in Government offices or roads, bus stops or railways, schools or colleges, religious places, hospitals, from children to old persons, rural poor, farming women- everyone is contributing something in achieving cleanliness. Friends in the media have also played a constructive role. I also know that we still have to go much farther. Yet, the beginning has been good so far. Whole-hearted efforts have been made and a conviction has now set in that we shall indeed succeed. This conviction is important. If we talk of rural India, so far 2 crore 48 lakh or say about two and a half crore toilets have been constructed and we intend to build another one and a half crore toilets in the coming one year. From the point of view of sanitation and keeping in mind the dignity of our citizens, especially the dignity of our mothers and sisters, it is necessary to put an end to the habit of defecating in the open. And, with this in view ‘Open Defecation Free’ or ODF Campaign has been launched. A healthy competition towards achieving liberation from the habit of defecating in open has started at the levels of states, districts and the villages. Andhra Pradesh, Gujarat and Kerala will achieve very soon cent percent ODF targets. I visited Gujarat recently and the officers there informed me that Porbandar, the birth place of Mahatma Gandhi, will achieve the target of total ODF on 2nd October, 2016. My congratulations to those who have made it possible, and best wishes to those who are trying to reach the target. I appeal to all of my countrymen that to maintain the dignity of our mothers and sisters and for the sake of health of our children, our country needs to get rid of this scourge. Let us forge ahead with a strong resolution. I specially want to suggest a scheme to my young friends who are currently technology savvy. Every citizen has a right to know about the status of the cleanliness mission in his city and the Government of India has provided a dedicated telephone number – 1969 for this purpose. We know that Mahatma Gandhi was born in 1869. In 1969, we celebrated his birth centenary and in 2019 we are going to celebrate the 150th birth anniversary of Mahatma Gandhi. By dialing this number 1-9-6-9 you will be able to know the progress of construction of toilets in your city and will also be able to submit an application for construction of a toilet. You must avail this facility. Not only this, a cleanliness, that is Swachchhata App has been launched for people to lodge complaints concerning cleanliness and also to know about the progress in resolving these complaints. Please make full use of this facility; especially the younger generation must utilize it optimally. Government of India has also appealed to the corporate world to come forward in this endeavour. They can sponsor young professionals willing to work for Swachchhata Mission. They can also be sent to various districts as Swachchha Bharat Fellows. 

It will not be sufficient to keep this Cleanliness Campaign confined to beliefs and habits. Imbibing cleanliness as a nature is not enough. In this age, just as cleanliness is related to health, connecting cleanliness to a revenue model is also equally necessary. Waste to wealth should also be one of its components. It is, therefore, imperative that we need to move towards ‘Waste to Compost’ along with the Cleanliness Mission. Solid waste should be processed and be converted into Compost and the government has initiated a policy intervention in this regard. Fertilizer companies have been asked to buy the Compost made out of waste. They should supply this to the farmers who are willing to adopt organic farming. This should also be supplied to those farmers who care about the health of their soil and are willing to improve its quality and also to those farmers whose soil quality has deteriorated because of over use of chemical fertilizers. And for this, Shrimaan Amitabh Bachchan Ji is making a significant contribution as a brand ambassador. I invite youngsters to set up new ‘start ups’ also in this ‘Waste to Wealth’ movement to develop the means and processes, to develop the suitable technology and accomplish mass production at an affordable cost. This is a task worth doing. There is also a big scope of employment generation and an opportunity for tremendous economic activity and wealth creation from waste is achievable. This year a special programme ‘INDOSAN’ – India Sanitation Conference is being organized from 25th September to 2nd October. Ministers, Chief Ministers as also Mayors and Commissioners of metropolitan cities will participate in brainstorming sessions on the sole issue of cleanliness. What can be achieved with technology? What can be the financial model? How to mobilize public participation? How can employment opportunities be increased in this sphere? All these topics will be discussed. And I see clearly that the news about cleanliness keeps pouring in. I recently read in a newspaper that students of Gujarat Technological University launched a Jagran Abhiyan (Awereness Campaign) to build toilets in 107 villages. They themselves put in physical labour and contributed significantly in constructing around 9000 toilets. It might have come to your notice some time ago that under the leadership of Wing Commander Param Veer Singh, a team covered a distance of 2800 kilometres by swimming in Ganga from Dev Prayag to Ganga Sagar to spread the message of cleanliness. Government of India has also chalked out an annual calendar for its departments. Each department is to focus exclusively on cleanliness for a period of 15 days. In the coming October month, from 1st October to 15th October, Drinking Water and Sanitation Department, Panchayati Raj Department and Rural Development Department – these three are going to work under a designated roadmap in their respective areas. Then during last two weeks of October from 16th October to 31st October, three more departments, namely – Agriculture and Farmer Welfare, Food Processing Industries and Consumer Affairs are going to take up cleanliness campaigns in the concerned areas. I request the citizens also to get involved, wherever they feel that they too can pitch in these programmes. You might have seen that a cleanliness survey campaign is also carried out these days. Earlier, the cleanliness status was presented before the countrymen after conducting a survey of 73 cities. Now, this survey will be conducted in about 500 cities with a population of more than 1 lakh. Each city will imbibe a sense of confidence that, well, we have lagged behind but we will surely perform better next time. In this manner an atmosphere of competition for cleanliness has been created. I expect that all of us citizens should contribute as much as we can in the cleanliness mission. 2nd October is the birth anniversary of Mahatma Gandhi and Lal Bahadur Shastri Ji. Swachchh Bharat Mission is completing two years on this day. I keep on urging everyone to buy some khadi items between Gandhi Jayanti to Diwali. This year also I request that each family should buy one or the other khadi item so that the poor may also be able to light an earthen lamp and celebrate Diwali. This year 2nd October is a Sunday so can we involve ourselves in the cleanliness mission in some way? You involve yourself physically for 2 hours, 4 hours with cleaning work and I request you to share your cleanliness drive photo on NarendraModiApp. If it is a video, then share the video. You will see that with our joint efforts, this movement will get a fresh boost, a new dynamism. Let us all remember Mahatma Gandhi and Lal Bahadur Shastri and take a pledge to do something for the country. 

My dear countrymen, one gets a special pleasure in giving, one may not realize it, but the pleasure of giving is divine. I witnessed it some time back when I asked the countrymen to give up their cooking gas subsidy and they responded whole-heartedly. This in itself was a very inspirational event in India’s national life. Now, many youngsters, small groups, people from the corporate world, schools and some NGOs are jointly going to organize ‘Joy of Giving Week’ from 2nd October to 8th October. Under this campaign, food items and clothes will be collected and supplied to the needy persons. When I was in Gujarat, all our workers used to walk the streets seeking donations of old toys from families and then presented these toys to Anganwadis in poor neighbourhoods. These toys provided great pleasure to the poor children, which was a great sight to behold. I feel that we should encourage and help these young people who are organising ‘Joy of Giving Week’ in many cities. This is a kind of a ‘Donation Festival’, a Daan Utsav. I convey my best wishes to all those young persons who are undertaking this mission. 

My dear countrymen, today is 25th September, the birth anniversary of Pandit Deen Dayal Upadhyay Ji and his birth centenary year commences from today. Pandit Deen Dayal Upadhyay undertook the tremendous task of defining and elaborating upon the political ideology being followed by lakhs and lakhs of workers like me. He was a supporter of a political ideology connected with the roots of India, he presented his own soul stirring political philosophy, the EKAATM-MAANAV DARSHAN alongside the ideology to uphold India’s great cultural heritage. The centenary year of Pandit Deen Dayal Upadhyay is commencing from today. ‘Sarvajan Hitay – Sarvajan Sukhay’, the principle of ANTYODAY - these are his gifts to us. Mahatma Gandhi also talked about the last man standing in the queue. How can the poorest of the poor avail of benefits of development? ‘Work for every hand, water to every field’ – through only these two words he presented his entire economic agenda. The country should celebrate his centenary year as GARIB KALYAN VARSH, ‘Year for Welfare of the Poor’. We can alleviate poverty when everyone including society and governments focuses attention on measures to provide benefits of development to the poor. The place where I live was known as Race Course Road since British rule but now in the centenary year of Pandit Deen Dayal Updhyay this has been named ‘Lok Kalyan Marg’. This is a symbolic representation of the ‘Year for the Welfare of the Poor’, the centenary year of Pt. Deen Dayal Upadhyay. I respectfully pay my homage to revered Pandit Deen Dayal Upadhyay, who has been a source of inspiration to all of us, and an embodiment of our intellectual heritage. 

My dear countrymen, I had started ‘Mann Ki Baat’ on Vijayadashmi two years ago. My sincere effort was that ‘Mann Ki Baat’ should not become a programme of praising and highlighting only government’s achievements; Mann Ki Baat should not become a programme of political oneupmanship, allegations and counter allegations. and sometimes passionate advocacy. Despite numerous pressures during these past two years – sometimes being tempted due the surrounding atmosphere, at times with provocations to say something with indignation - overcoming all such impulses over these two years with your blessings, I have moved through these obstacles and earnestly tried to connect with the common man through Mann Ki Baat. How the common man of this country keeps on inspring me all the time? What are the hopes and aspirations of the common man in the country? And this common man, who occupies my mind all the time, always gets projected in Mann Ki Baat. For our countrymen, Mann Ki Baat may be a source of information. For me, Mann Ki Baat has been the means to feel the strength of my 1.25 billion countrymen, to recall their great capabilities and power and to draw inspiration from the same for my own endeavours and initiatives. On completion of two years of Mann Ki Baat this week, I wish to express my sincere gratitude from the core of my heart to all you listeners who appreciated it, who contributed to improving it and thus blessed me. I am grateful to All India Radio also which not only broadcast my views but also put in their best efforts to transmit it in all languages. I am also thankful to those countrymen who knocked on the doors of the government by writing letters and by sending in suggestions and highlighting shortcomings of the government and All India Radio mounted special programmes on these letters by inviting concerned government functionaries and thus provided a platform to address the problems. Thus, Mann Ki Baat became a new opportunity of social transformation rather than just remaining a mere talk show of 15-20 minutes. What can be more satisfying than this for any one? And therefore, I thank everyone and express my gratitude to all who contributed in making it a successful programme. 

My dear countrymen, from next week festive season will be ushered in with Navratri and Durga Puja, Vijayadashmi, preparations for Deepavali and all such activities. This is an occasion for praying to SHAKTI, Unity in society is the power or SHAKTI of the country. Be it Navratri or Durga Puja – how can this SHAKTI-UPASANA become the festival of celebrating social unity? How to make it a festival of social bonding? And that would be the true prayer to Shakti, only then can we celebrate together the festival of victory. Let us bow before Shakti, nurture it, march forward with the mantra of unity. Come, let us celebrate Navratri and Durga Puja festivals with peace, unity and harmony to enable our nation to scale newer heights. Let us celebrate victory on Vijayadashmi.

PM congratulates ISRO on successful launch of SCATSAT-1 satellite

The Prime Minister Shri Narendra Modi has congratulated ISRO and its scientists on successful launch of PSLV-35 and advanced weather satellite SCSAT-1 and 7 other co-passenger satellites. 

"Moment of immense joy & pride for India. Congratulations to ISRO on successful launch of PSLV-C35/SCATSAT-1 & 7 co-passenger satellites. 

Our space scientists keep scripting history. Their innovative zeal has touched the lives of 125 crore Indians & made India proud worldwide", the Prime Minister said.

Prime Minister Shri Narendra Modi to inaugurate CSIR Platinum Jubilee Celebrations



Dr. Harsh vardhan launches CSIR’S Integrated skill initiative program
Union Minister of Science & Technology and Earth Sciences and Vice President, CSIR, Dr. Harsh Vardhan, at a press conference organized here today, made an announcement that the CSIR Platinum Jubilee Celebrations would be inaugurated by the Prime Minister of India and President CSIR, Shri Narendra Modi in New Delhi on 26th September, 2016. The Minister also launched CSIR’s Integrated Skill Initiative Program during the press conference.

Further, Dr. Harsh Vardhan informed that on this occasion, the Prime Minister would release seven new plant varieties developed at CSIR laboratories to the farmers located at five different locations from across the Nation, in an interactive mode through video conferencing. The Prime Minister would also witness an exclusive CSIR Showcase on major technological contributions of CSIR, organized on the sidelines of the event, he added.

On this occasion, the prestigious Shanti Swarup Bhatnagar Prizes would be given to eminent scientists. The CSIR Diamond Jubilee Technology Award, CSIR Award for Science & Technology Innovations for Rural Development, CSIR Technology awards, G.N Ramachandran Gold Medal for the year 2016, CSIR Young Scientist Award, CSIR Innovation Award for School Children are the other CSIR awards that would be presented on this occasion.    

After the formal launch of a major program on ‘CSIR Integrated Skill Initiative’, Dr. Harsh Vardhan also elaborated on the range of special activities built around the CSIR Platinum Jubilee Celebrations during the ensuing year, including organization of unique CSIR showcases and holding of lecture series of eminent scientists and industry captains, in several cities across the country.

The Minister added that CSIR proposes to launch 30 integrated skill initiatives in diverse areas with varying duration that would be further expanded to 75, within next one year.  All these training programs are interconnected and linked to industry requirements and thus would invariably contribute to the subsequent employment generation, including small-scale entrepreneurship, he emphasized.
