Ministry of Mines Organise ‘National Conclave on Mines and Minerals’ on 4th & 5th July, 2016 in Raipur, Chhattisgarh

The Ministry of Mines is organizing the ‘National Conclave on Mines and Minerals’ jointly with the State Government of Chhattisgarh at Hotel JW-Marriot, Raipur on 4th to 5th July, 2016. The Conclave will provide an effective platform to showcase the recent policy initiatives by the Government of India and enable intensive discussion on the issues, challenges and opportunities in the mining sector to realize its optimum potential for the sustainable development of the country. It will help the Central Government to further improve the policy environment to promote best practices and addressing various issues in the mining sector.
A National Conclave on Mines and Minerals in the country appears to be essential at this time, not only to disseminate the various developments in the mining policies and activities, but also to gather solidarity in approach for addressing the issues in the mining sector.
This event, the first of its kind in the country will be continued as an annual event. Union Finance Minister has been invited on this occasion for the inaugural session. Besides, Union Minister of Steel and Mines as well as Chief Minister of Chhattisgarh have accorded their consent to participate the Conclave. A Round Table will be organized after the inaugural session for interacting with major industry leaders. Federation of Indian Mineral Industries (FIMI) has agreed to partner for organizing the workshop.
The Prime Minister had launched ‘Make in India’ program on 25th December, 2014, encompassing all vital areas in the manufacturing sector of the economy. The Ministry has contributed for the holistic Make in India efforts, by bringing about various changes in the policy framework, legislations and regulations. The Ministry has also made significant progress in adopting Sustainable Development Framework (SDF) laying down high quality standards for minimizing the impact of mining on the environment, building competitive advantage, etc. The mining sector is also undergoing through a transitional phase of uncertainties in the international manufacturing scenarios created by slack demand from China triggering a downward trend in the international commodity market.

No registration fee has been kept for the delegates attending the conclave. The conclave may have select participants invited to share policies, ideas, experiences, successes, lessons and to discuss possible alternatives –
a. Mining and Allied metal & cement industries – Overwhelming number of confirmations have already been received from all across the industry, viz.
·         iron ore & manganese mining
·         chrome ore mining & ferrochrome industry
·         steel industry (Integrated steel plants)
·         sponge iron, pig iron & pellet manufacturers (not essentially manufacturing steel)

A webpage on the Ministry of Mines portal, “NCMM 2016” has been created about the Conclave, also giving the brochure, program schedule and a link for registration.
More than 300 participants have already confirmed. The tentative list of participants has been put up on the webpage.
India’s multibillion mining industry is facing tough challenges amid the weak global commodity market and falling prices.   The Government has already taken key policy initiatives like passage of Mines and Minerals (Development and Regulation) Amendment Act 2015, initiation of auctioning process of mines bearing minerals like iron ore, bauxite, limestone and gold and encouraging the miners to increase production which would generate more employment in the country and in turn earn revenue for the miners, industrialists as well as State Governments.
In consonance with the amended MMDR Amendment Act, 2015, Central Government has notified the rules for implementation of the provisions of the Act, viz., (i) Minerals (Evidence of Mineral Contents) Rules, 2015; (ii) Mineral (Auction) Rules, 2015; (iii) Mineral (Non-exclusive Reconnaissance Permits) Rules, 2015; (iv) National Mineral Exploration Trust Rules, 2015; (v) Mineral Concession Rules, 2016 and (vi) Mineral Conservation and Development (amendment) Rules, 2016
Subsequent to the enactment of the MMDR Amendment Act, 2015, 55 mineral blocks were offered for auction and another 108 mineral blocks will be offered soon for auction.
In the backdrop of the above and in order to give impetus to the growth of mining sector, the Ministry of Mines, Government of India in collaboration with Government of Chhattisgarh and Federation of Indian Mineral Industries (FIMI) is organizing a two-day “National Conclave on Mines and Minerals” on 4th and 5th July, 2016 at Raipur (Chhattisgarh).   This Conclave will attract the senior officials from Central Government as well as from all mineral rich states besides leading industrial leaders and investors, mining companies, academia and economists.   This event will be first of its kind in the country for the potential investors and mining companies to have direct interaction with top concerned ministers and policy makers with regard to available opportunities and road map for the mining industry.
