Statement of Minister of State (Independent Charge) for Skill Development, Entrepreneurship, Youth Affairs and Sports Shri Sarbananda Sonowal on initiatives, achievements, policies and roadmap for the future

Following is the text of the statement made by the Minister of State (Independent Charge) for Skill Development, Entrepreneurship, Youth Affairs and Sports Shri Sarbananda Sonowal at a Press Conference here today (24.09.2014): 

“Friends, India is one of the youngest nations in the world and we are committed to channelise the immense youth energy for nation-building. NYKS and NSS are among the largest youth organisations in the world, making significant contributions towards community service and nation-building. We will work to expand and strengthen these organisations. 

‘Punarjagaran’ (Rejuvenation) is a major initiative from NYKS that will create a youth movement all over the country over next one year. This initiative will mobilise about 150 million youth, inspire youth all over the country and make a significant contribution to the task of nation-building. 

The focus of our Government is on youth-led development. We plan to introduce ‘National Young Leaders Programme’ for developing leadership qualities among the youth. NYKS youth clubs shall be enabled to evolve as ‘neighbourhood youth parliament’ to get the village youth actively involved in governance process. This will inculcate the spirit of ‘dignity of labour’ and ‘community service’ and develop the personality of the youth involving 1.67 Crore youth of the Nation. 

NYKS and NSS will also play a key role under ‘Swachh Bharat Abhiyan’ through mass awareness and mobilisation across the country and to fulfill the vision of the Hon’ble Prime Minister Shri Narendra Modi Ji. 

Coming to Sports, I can say with full confidence that our sportspersons have great potential and that we are committed to extend all possible support to enable them to realise their potential. Towards this end, a number of initiatives are being taken to strengthen the sports infrastructure. National Sports Academies in various sports disciplines are being set up. Junior Sports Academies will also be set up at various locations in the country for nurturing sports talent at sub-junior and junior levels. It is also planned to set up a Block-level Sports Complex in every Block over next 5 years. A National Sports University is being set up at Manipur and a special package has been announced for development of sports infrastructure in J&K. The cash awards to the medalists in international competitions such as Commonwealth Games, Asian Games etc., have been increased. Besides, the 1964 Tokyo Olympics Hockey Team is going to be felicitated shortly. 

Timely identification of sports talent and its nurturing is of key importance. In this context, National Sports Talent Search Scheme is being introduced for identification of sporting talent in the age group of 8-12 years all over the country. 

For promoting excellence in sports, the ‘NSDF Target Olympic Podium Scheme’ and the ‘NSDF Prize Money Tournament Circuit’ have been formulated under the National Sports Development Fund. 

Skill Development and Entrepreneurship are critical for developing the youth as a productive workforce. You are aware of the importance that the Hon’ble Prime Minister has attached to skill development. We have initiated the process to revise the National Policy on Skill Development, 2009. Comments are being obtained from the various Ministries of the Government of India. Once these comments are received, a draft policy will be placed on the website of the Ministry to invite comments from the public and other stakeholders. 

A Committee of Secretaries on the Rationalisation of Government Schemes was set up. The Committee’s report is with the Ministry, and we will be placing the report on the website of the Ministry for stakeholder comments from 1st to 15th October 2014. After considering all these comments, we intend to have the rationalised Scheme notified by the end of December 2014. 

Mobilisation of Candidates is identified by all stakeholders engaged in skill development as a major issue. I have therefore directed the National Skill Development Agency to create a web portal where all persons who are interested in getting skill development training can be registered. I have also asked the Nehru Yuva Kendra Sangathan to use its network of 2.77 lakh youth clubs to reach out to the youth all over the country and explain the skill development initiatives that they can avail of. The youth clubs will be helping the youth to register on the NSDA website, which will go live on the 1st October 2014. 

My Ministry will be an untiring partner in fulfilling the vision of our Hon’ble Prime Minister, Shri Narendra Modi Ji, of ‘Skilling India’ and empowering the ‘Youth of India’, thereby adding glory, progress and development of our Great Nation.”
