A special national training programme for joint secretary level officers of Ministries of Government of India and State Governments is being organized by the National Institute of Disaster Management at New Delhi during 21-22 August 2014. The theme of the programme is “Disaster Risk Reduction Strategies for Sustainable Development” with special focus on Planning and Policy Instruments. About 25 senior officials of various Ministries and Departments like National Disaster Management Authority, Agriculture, Animal Husbandry, Water Resources, Central Water Commission, Urban Development, Environment, Railways, and State Departments of Revenue and Relief, Environment & Forests, Housing, Water Resources, Agriculture, Rural Development, etc. are participating in this course.
Dr. P K Mishra, a noted expert on disaster management and presently Additional Principle Secretary in the Prime Minister’s Office will Inaugurate the Programme on 21st August, while Secretary of National Disaster Management Authority Shri S N Mohanty will deliver an address.
Technical sessions of the programme will be chaired by experts, viz. Shri Anil Sinha, Vice Chairman of Bihar Disaster Management Authority, Prof. V K Sharma, Vice Chairman of Sikkim State Disaster Management Authority, Shri G V V Sarma, Joint Secretary (Disaster Management) in the Union Ministry of Home Affairs, Dr. G Padmanabhan, Country Programme Incharge of UNDP, and Dr. B N Satapathy, Senior Advisor in the Planning Commission. Resource persons from NIDM, Ministries like Science & Technology, Earth Science, Environment & Climate change, Finance, Labour & Employment, and Coastal Zone Management Society, Central Building Research Institute, School of Planning & Architecture, and other institutes will deliver special talks.
Technical presentations and deliberations of the programme will focus on drawing lessons from recent and past disasters and emerging approaches in culture of safety and prevention, Integrating disaster management into sustainable development, Tools & techniques, Approaches and Pathways, and Recent developments and initiatives of Government and communities at different levels. Programme will be concluded with the presentations of group exercise outcomes on certain areas of integration of safety into development, like legal framework, district plans, financial measures, sector plans, and international treaties and protocols.
