200th Mid-Term Council Meeting of Indian Roads Congress Gets Underway Shri Sarvey Sathyanarayana Releases Five Documents for Road Sector

The 200th Mid-Term Council Meeting of the Indian Roads Congress (IRC) began here today (August 11, 2013). Inaugurating the 3-day meet Shri Sarvey Sathyanarayana, the Minister of State for Road
Transport & Highways appreciated the contribution made by Indian Roads Congress in supporting the government endeavors in the road sector. The government would able to launch the world biggest road sector programs on the strength of the Guidelines, Code of Practices and Manuals prepared by IRC. The Indian Roads Congress is rising to the occasion to provide solutions to various issues being faced by the road sector. The Minister also released five important new documents in this direction. These are: 

1. IRC:113-2013 “Guidelines for the Design and Construction of Geosynthetic Reinforced Embankments on Soft Subsoils”. 

2. IRC:114-2013 “Guidelines for Use of Silica Fume in Rigid Pavement”. 

3. IRC:SP:46-2013 “Guidelines for Design & Construction of Fiber Reinforced Concrete Pavements”. 

4. IRC:SP:50-2013 “Guidelines on Urban Drainage”. 

5. IRC:SP:97-2013 “Guidelines on Compaction Equipment for Road Works” 

These documents will help in not only use of waste material in road construction activities but also to provide green solutions to the civic agencies and bring economically viable technology up-gradation in the road construction activities. The eco-friendly solution is the need of the hour and will simultaneously generate more employment opportunities in the road associated sector. In this manner IRC is contributing towards the inclusive sustainable growth and is an example for other sectors to follow. 

Earlier speaking on the occasion the President, IRC Shri C. Kandasamy who is also the Director General (Road Development) & Special Secretary, Ministry of Road Transport & Highways, Government of India hoped about the finalizing of Manual for Expressways which will form the part of the contract agreement and will be binding in nature. Through this Manual, government will be able to launch the world class, cost efficient, safe and user friendly expressways in a big way in the country. It is also learnt that on this expressway the toll collection will be only electronic in nature and the seamless travel will be achieved. 

During this Council Meeting, the Guidelines are also being finalized to use waste plastic in construction and cost efficient and durable roads besides discussion will be take place on enhancing safety on different category of road users especially the pedestrians. It is expected that by following the new Guidelines/Codes/Manuals being released/finalized during this Council Meeting will enable the road sector professionals to plan, design and construct safer roads. 

The Indian Roads Congress (IRC) is the oldest and Apex Organization set up by the then Government of India in 1934 with the principal objective to provide a national forum for regular pooling of experience, expertise and ideas of all matters concerning with Planning, Design, Construction, Operation & Maintenance of Road Sector to recommend Standards & Specifications and to provide a platform for the expression of professional opinion on matters relating to road and road transport including those of organization and administration. 

For the first time, this apex organization of the road sector is having its Mid-Term Council Meeting at New Delhi. The last Council Meeting was held at Coimbatore on the invitation of Government of Tamil Nadu and the next Council Meeting will be held at Guwahati on the invitation of Government of Assam. 

The Indian Roads Congress holds its Annual Session in December/January of every year and it is considered to be the biggest gathering of road sector professionals representing all segments of all stakeholders i.e. Central Government, State Government, Public Sector Undertakings, Municipal Corporations, Research Institutions, Educational Institutions, Private Sector including Concessionaires, Contractors, Consultants, Equipment Manufactures, Material Suppliers, Instruments Manufacturers, Technology Providers, etc.
