Action taken by Ministry of Health and Family Welfare for relief operations inUttarakhand : An update (1.7.13)

• A three member high level team from the Ministry is stationed in Dehradun to assess the public health situation and coordinate with the State Health Authorities to provide whatever assistance is needed. It consists of the Director, Emergency Medical Response, Director, National Centre for Disease Control and Joint Director, National Vector Borne Diseases Control Programme (NVBDCP). 

• The Director General Health Services and Additional Secretary(Health) have visited Dehradun and have had extensive interactions with senior State Government functionaries to review the health situation.. 

• Three Central Public Health Teams have been posted to Uttarakhand and are deployed in the affected areas of Chamoli, Joshimath. 2-member public health teams from Delhi have reached Dehradun and placed at the service of the State health authorities. Another 3-member Public Health team from AIIH&PH,Kolkata have reached on Sunday(30.6.2013). 

• 40 chloroscopes and a large quantity of reagents, sufficient to test upto 5000 water samples have been sent, to ensure safe drinking water supplies. More Chloroscopes are being procured for delivery. 

• A 3-member team from NIMHANS, Bangalore for Psycho-social support are on route to join the first team already deployed in the affected areas. The first team is continuing its field visits and surveys. A similar Psycho-social Team from IHBAS,Delhi has been constituted to move to the state, and further teams are being readied for deployment. 

• The first batch of 23, out of a total of 30 doctors(General Duty Medical Officers) mobilised from CGHS Delhi, are reaching Dehradun today. The remaining doctors from Delhi are to reach on tomorrow, the 2nd July along with 10 more from CGHS,Lucknow& Kanpur, making a total of 40 deployed. 

• Three teams of Specialists Clinicians from Central Government Hospitals have been deployed to assist the Uttarakhand Government. They consist of two Cardiologists, two Medical Specialists and two Psychiatrists. Further teams of Specialists from Central Government Hospitals are being constituted to be deployed to the State at short notice. 

• Three truckloads of medicines from Central Hospitals have been dispatched and received by the State Health Authorities for onward distribution. 

• 10 lakh chlorine tablets have been purchased for distribution to the affected areas of the State as per their request and are being dispatched. A further request from the State authorities for 2 crore Chlorine tablets, 100 metric tonnes of Bleaching powder, and 3 lakh ORS packets is being processed for despatch. 

• District units of Integrated Disease Surveillance Programme (IDSP), NRHM is conducting health surveillance in all affected districts. After picking up early warning signals, Diarrhoea cases in Haridwar (Alwalpur), Uttarkashi (Udvi) and Rudraprayag (Chandrapuri) have been managed at incipient stage. No outbreak of water borne / food borne / air borne or direct contact diseases has been reported from affected areas. 

• A specialist from National Vector Borne Disease Control Programme has been placed with the State Government for providing assistance on matters pertaining to vector borne diseases. 

• Indian Red Cross Society has deployed a two member team from National HQ on 19th June 2013 to Uttarkashi and another team to Pittoragarh. A high level team from the HQ has also visited the State for assessment and coordinating relief work with State Red Cross unit. 

• IRCS has provided 7 truckloads of relief materials that include tents, family packs, kitchen sets, blankets, lanterns etc. 

• 1100 bags for carrying dead bodies have been arranged through Indian Red Cross Society (IRCS). Additional 500 bags procured by MOHFW have also been sent. 

• The situation is being monitored.
