Vigilance Awareness week commences from today


The Central Vigilance Commission, as part of its efforts to promote probity in public life and to achieve a corruption free society, observes Vigilance Awareness Week every year. The week in which 31st October, the birthday of late Sardar Vallabhbhai Patel falls is observed as Vigilance Awareness Week. The observance of the Vigilance Awareness Week has commenced from today, with pledge taking by public servants in the Ministries/Departments/Central Public Sector Enterprises/Public Sector Banks and all other Organizations.
“Public participation in promoting integrity and eradicating Corruption” has been chosen as the theme for Vigilance Awareness Week this year by the Commission.
In addition, the Commission has envisaged a concept of Integrity Pledge, for enlisting support and commitment of the citizens and corporates/entities/firms etc to prevent and combat corruption.
The observance of Vigilance Awareness Week renews our commitment to achieve the goals of promoting integrity, transparency and accountability in public life. The Commission, therefore, lays greater emphasis on generation of awareness among the public as a more effective and sustainable means of fighting corruption.

Selection of Foreign Coaches to be done through Open Advertisement

Selection of foreign coaches in future will be done through open advertisement. The Union Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Vijay Goel has approved this proposal which emerged at a meeting taken by him with senior officers of his Ministry and Sports Authority of India in New Delhi yesterday. This will bring more names before the Foreign Coaches Selection Committee in addition to those suggested by National Sports Federations.
The Ministry of Youth Affairs & Sports spends a substantial amount on foreign coaches to prepare Indian athletes for Olympics, Asian Games, Commonwealth Games and other important tournaments. Keeping this in view, extension to foreign coaches in future will be given on the basis of their performance as assessed by a Committee.
Hiring of foreign coaches is a necessity for training Indian athletes in many sports disciplines at present, but they will be utilized for training Indian coaches so that our dependence on foreign coaches can be reduced in future. The contract with foreign coaches will invariably include a component of training of Indian coaches for a certain period.
Shri Vijay Goel said that he would continue to take such steps in the interest of transparency in sports.

Report of the Monitoring Committee on Avian Influenza

The Monitoring Committee constituted by the Ministry of Environment, Forest and Climate Change for overseeing the outbreak of avian influenza reviewed the control and containment of the avian influenza situation today.

Action taken:

The control and containment measures of avian influenza in the affected zoos are being continued, which include:

1.      Surveillance continues and the zoo is being screened regularly for any dead bird.
2.      Bio-security measures being strictly enforced.
3.      Zoo remained closed for the safety of visitors and control of the disease.
4.      A medical doctor visited and examined exposed employees of the zoo and medication was provided.
5.      Report from ICAR National Institute of High Security Animal Diseases indicating updated interim results of samples sent on 22.10.2016 from National Zoological Park is enclosed. The results are as under:

6.      Review meeting was held under the Chairmanship of Animal Husbandry Commissioner on 27.10.2016 wherein the report was discussed.
7.      It was decided to put on hold the culling operations for the time being in the infected zone.
8.      Anti-viral solution is being sprayed on the affected mud near Pelican Island to prevent further infection.
9.      The water from Pelican Pond has also been tested positive for H5N8. The issue was discussed in the meeting and it was decided that treatment of water body by chemical such as bleaching powder, or lime, will not be feasible as it will adversely affect the aquatic life of the water body.

Rashtriya Ekta Diwas to be observed on 31st October with “Integration of India” theme

Various activities across ministries/departments being organised all over country
The Rashtriya Ekta Diwas will be observed on 31st October, 2016 with ‘Integration of India’ as the theme. On this occasion various activities are being organised across ministries/departments all over the country.
The Government had decided to observe the birth anniversary of Sardar Vallabhbhai Patel as the ‘Rashtriya Ekta Diwas’ (National Unity Day) on 31st October every year. This occasion provides an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country.
On the occasion, floral tributes will be paid to Sardar Patel across the country. It will be followed by ‘Run for Unity’ involving people from all sections of society to be organised from the National Stadium to the C-hexagon of India Gate.. A Run for Unity will also be organised at the State/District Headquarters involving people from all sections of society, so that a message of national unity permeates to every part of the nation and the society. All the Government Offices, Public Sector Undertakings and other Public Institutions will arrange a pledge taking ceremony to observe the Rashtriya Ekta Diwas. A March Past will also be organised in the evening by the police and other agencies.
Various Ministries are also organising activities on the above occasion such as Ministry of Youth Affairs & Sports in collaboration with Nehru Yuva Kendras will organise sports competition in rural areas to engage youth. Ministry of Human Resource Development will organise an essay competition and special programs in schools across the country. The Department of Posts will release a Postage Stamp in memory of Sardar Patel and an exhibition on Sardar Patel is being organised by the Ministry of Culture at National Science Centre, Pragati Maidan. Ministry of External Affairs will organise special programs in major Missions/ Embassies across the world. A mobile exhibition will also be launched at the Red Fort, which will be further taken to all seven regional zones of Ministry of Culture. Besides this, other activities are also being organised to observe Rashtriya Ekta Diwas.

Dr. Jitendra Singh launches Employees Online (EO) Mobile App of DoPT

App aims to update on ACC appointments and postings on real time basis and to bring transparency
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr.Jitendra Singh launched the Employees Online (EO) App here today. EO App is a mobile application of the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions.
Speaking on the occasion, Dr.Jitendra Singh said that it is the need of the hour to bring in high-tech systems in the governance. Since Department of Personnel & Training (DoPT) is the R&D wing of the Government, it acts as a role model to other Ministries/ Departments, he added. He said that, as mobile phones are virtually available to all in the country, it is essential that we move to a mobile platform, which is easily accessible anytime, anywhere. Dr. Jitendra Singh said that the EO App has been developed keeping in mind the spirit of maximum Governance, minimum Government.
“The application would enable its users, which may include officers, media persons and all stakeholders to stay updated on real time basis with appointments and postings approved by the Appointments Committee of the Cabinet (ACC) and vacancies at senior level in the Government of India.
By eliminating the information asymmetry in this regard, the EO App will reduce speculations regarding transfers and postings in the Government of India and will make the system completely transparent as all the relevant orders and notifications will now be instantly available in the public domain.
This is an effective management tool which also empowers the IAS officers on Pan India basis and officers serving under Central Staffing Scheme by providing their personal records like Annual Performance Appraisal Report (APAR), Immovable Property Return (IPR), Executive Record (ER) sheet through secured NIC login Id and Password”.
Android users can download the application from the Google Play Store using DoPT as the keyword for searching the App. The iOS version of the application will be released shortly.

PM Shri Narendra Modi previews exhibition on the theme “Uniting India: Sardar Patel”

The Prime Minister, Shri Narendra Modi, on Thursday previewed the exhibition – “Uniting India – Sardar Patel” set up by the Ministry of Culture, at National Science Centre in New Delhi. 

This digital exhibition, which showcases the integration of India, and the contribution of Sardar Vallabhbhai Patel, has been prepared with the inspiration of the Prime Minister. 

The exhibition has around 30 exhibits, and features about 20 different kinds of interactive and media experiences. It provides visitors with a range of opportunities to engage with various digital installations which explain the role of Sardar Patel in the unification of India. Technologies like 3D films (without glasses), Holographic Projection, Kinetic Projection, Oculus based Virtual Reality experience etc have been used in the exhibition. 

The relevant documentation has been sourced by the Ministry of Culture, from the National Archives of India. The design of the exhibition has been conceptualized by the National Institute of Design. 

The exhibition will be inaugurated by the Prime Minister on October 31, 2016 – the birth anniversary of Sardar Patel.

Cabinet approves New Productivity Linked Reward Scheme for all Major Port Trusts and Dock Labour Board employees/workers for the years 2015-16 to 2017-18


The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval to New Productivity Linked Reward Scheme for all Major Port Trusts and Dock Labour Board employees/workers for the years 2015-16 to 2017-18.
The new PLR scheme applicable from 2015-2016 to 2017-2018 will benefit about 37870 Port and Dock workers/employees in all the Major Port Trusts and the yearly outgo will be Rs. 49.58 crore.
Ministry of Shipping has formulated a New Productivity Linked Reward (PLR) Scheme for all Major Port Trusts and Dock Labour Board employees/workers for the years 2015-16 to 2017-18. PLR will be calculated on the enhanced wage ceiling for calculation of Bonus at Rs. 7000/- per month. PLR shall be paid annually on the basis of 50% weightage given to all India Performance and 50% weightage given to the individual Port Performance. The arrear payments of PLR for the year 2014-15 to the employees/workers by the Major Port Trusts and Dock Labour Board will be calculated on the enhanced wage ceiling of Rs.7000/- per month for calculation of Bonus instead of Rs.3500/- per month on the existing methodology of combined All India Port Performance.
For the year 2014-15, an amount of Rs 25.93 crore has already been paid to about 41,492 Major Ports & Dock workers/employees as per wage ceiling of Rs.3500/-. The total additional outgo for all Major Ports & Dock workers/employees on account of payment of arrear of PLR for the year 2014-15 as per enhanced wage ceiling of Rs. 7000/- will be about Rs. 25.93 crore.
There is an existing scheme of Productivity Linked Reward (PLR) for the employees/workers of Major Port Trusts and Dock Labour Board, wherein Productivity Linked Reward (PLR) was granted on yearly basis based on the settlement arrived at between Management and the Labour Federations of the Major Port Trusts.
The new PLR Scheme will foster better industrial relationship and congenial work atmosphere in the Port Sector, apart from stimulating better productivity.

Cabinet approves release of an instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 01.07.2016


The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval to release an instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.07.2016 representing an increase of 2% of the revised Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs. 5622.10 crore per annum and in the Financial Year 2016-17 for the period of 8 months (i.e. from July 2016 to February 2017), it would be Rs.3748.06 crore. About 50.68 lakh Government employees and 54.24 lakh pensioners will be benefitted.

Clarification regarding reports on Downgrading of status of Military Officers


There have been reports in the media that the Govt has issued a new order lowering the status of Military officers with respect to their civilian counterparts in the Armed Forces Headquarters. These reports, quoting a letter dated 18 Oct 2016 issued by the Ministry of Defence, are erroneously stating that the equivalence has been disturbed and status of Service officers has been downgraded.
It is clarified that there has been no down-gradation or any change in the existing equivalence of the Service ranks whatsoever. The existing functional equivalence as clarified in 1991 and further reiterated in 1992, 2000, 2004 and 2005 has only been re-affirmed.
It is further clarified that the present reiteration of rank equivalence, is only for matters of assigning duties and functional responsibilities as is already existing in different offices of the respective Service HQrs of the Army, Navy and Air Force having component of Service personnel as well as Civilian officers. It has no bearing on civilian employees outside these offices of the Service HQrs. It is reiterated that there is no change in the rank structure or the status of the Armed Forces personnel.

Union Minister of State for Road Transport, Highways & Shipping and Chemical & Fertilizers, Shri. Mandaviya visits Indian Maritime University


Union Minister of State for Shipping and Road Transport & Highways and Chemical & Fertilizers, Shri. Mansukh Lal Mandaviya visited Indian Maritime University in Chennai today and interacted with the faculty and students. The university was established through an Act of Parliament (Act 22) in November 2008 as a Central University, and is poised to play a key role in the development of trained human resource for the maritime sector. IMU is in the category of a professional university intended for fulfilling the requirements of the maritime sector.
Addressing the students and faculty of IMU Shri Mandavia said that his government was committed to provide quality education in all areas including maritime sector. He said he saw a lot of potential in the university, and urged the management to provide for more international exposure and interaction so that the quality of its output could be at par with the best in the world. The Minister called for on board training for the students to provide them with the best practical knowledge about the industry. He also called upon private players to participate in the training as this would help bridge the demand supply gap of marine experts.
Shri. Mandaviya also urged IMU to start a new course in ship breaking and hazardous waste management. Environment friendly ship breaking is in high demand in the current scenario and IMU should cater to this, he said.
In order to boost maritime education the present government has increased the budget for IMU to Rs. 40 crore per year, from the earlier allocation of Rs. 6 crore for five years under the last government. The Minister assured students that many opportunities awaited them as the Union government is taking many initiatives push growth of the maritime sector.
IMU Vice Chancellor Shri. Ashok Vardhan Shetty, Registrar Shri. S.V. Durga Prasad, Finance Officer Shri. G. Venkatesh and Deputy Registrar Ms. Sini Manchala were also present on the occasion.

PM’s interaction through PRAGATI

The Prime Minister, Shri Narendra Modi, today chaired his sixteenth interaction through PRAGATI - the ICT-based, multi-modal platform for Pro-Active Governance and Timely Implementation.
The Prime Minister reviewed the progress towards handling and resolution of grievances related to the Ministry of Labour and Employment, which largely include EPFO, ESIC, and Labour Commissioners. Secretary (Department of Labour) outlined the improvements brought in the grievance redressal system, such as introduction of online transfer of claims; electronic challans; mobile applications and SMS alerts; linking UAN to Aadhaar numbers; introduction of tele-medicine; and empanelling of more super-speciality hospitals.
Expressing concern at the large number of grievances of labourers and EPF beneficiaries, the Prime Minister said that Government must be sensitive to labourers’ needs. He said that in a democracy, the labourers should not have to struggle to receive their legitimate dues. He also requested introduction of a system so that the process of finalization of retirement benefits for all employees can begin a year in advance. In case of an untimely death, he said the papers should be completed within a specified time, and officers should be made accountable for the same.
During a review of the progress of the e-NAM initiative, officials mentioned that e-NAM which began in April 2016 with 21 mandis spread over 8 states, has now expanded to 250 mandis spread over 10 states. 13 States have completed the process of amending the APMC Act. The Prime Minister urged the remaining states to quickly make the required changes in the APMC Act, so that e-NAM could be enabled across the country. He said the farmer can benefit only if Assaying and Grading facilities are made available, so that the farmer can market his produce in mandis across the country. He also invited Chief Secretaries of States to give their suggestions on e-NAM.
The Prime Minister also reviewed the progress of vital infrastructure projects in the railway, road, power and natural gas sectors, spread over several states including Telangana, Odisha, Maharashtra, Kerala, Uttar Pradesh, Delhi, Punjab, Himachal Pradesh, Sikkim, West Bengal, Jharkhand and Bihar. The Prime Minister reiterated the importance of completing projects in time, so that cost overruns could be avoided, and the benefits of projects could reach the people, as originally envisaged. Among the projects reviewed today are: Phase-II of the Multi-Modal Transport System for Hyderabad and Secundarabad; the Angamaly-Sabarimala Railway Line; the Delhi-Meerut Expressway; the Renok-Pakyong Road project in Sikkim; and Phase-5 of the project to strengthen power infrastructure in Eastern India. Progress of the Phulpur-Haldia gas pipeline project in Uttar Pradesh was also reviewed.
The Prime Minister also reviewed the progress of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). He requested all Chief Secretaries to ensure that safe drinking water is made available to the residents of all 500 towns under AMRUT. He said the word “NAGAR” in Hindi can be taken to mean provision of “Nal” (Drinking Water), Gutter (Sanitation) and Rasta (Roads). He said AMRUT should focus on citizen-centric reforms.
Connecting related issues, the Prime Minister said such reforms should extend to all departments of the Government. Mentioning the World Bank’s latest Report on Ease of Doing Business, the Prime Minister asked all Chief Secretaries and all Secretaries of the Government of India to study the report, and analyze the potential areas where there is scope for improvement in their respective departments and states. He asked for a report from all concerned in this regard, within a month, and asked the Cabinet Secretary to review the same thereafter.
The Prime Minister mentioned that the Union Budget presentation is being advanced by about a month to ensure speedier implementation of projects and schemes. He urged all States to align their plans with this advancement, so that they could take maximum advantage of this move.


On the upcoming occasion of Sardar Patel Jayanti, the Prime Minister urged all Secretaries and Chief Secretaries to work towards ensuring that at least one website out of the departments and organizations under them, is available in all officially recognized Indian languages.

Environment Ministry’s monitoring Committee reviews situation arising from avian influenza

4.     A team of doctors from Animal Husbandry Department visited Delhi Zoo for monitoring and collected the carcass of dead bird for investigation.
5.     A medical doctor visited and examined exposed employees of the zoo and medication was provided.
6.     Pelicans kept with the Painted storks in Gandhi Zoological Park, Gwalior have been kept in quarantine and all of them are in good health.
7.     The samples from other birds of the Gandhi Zoological Park, Gwalior were sent to the National Institute for High Security Animal Diseases (NIHSAD), Bhopal. The report of the same is still awaited.
8.     A team of scientists from National Institute of Virology (NIV) Pune, Indian Council of Medical Research (ICMR Institute) visited the Delhi zoo today collected samples, sensitised and trained zoo staff about  bio-security measures against avian influenza

Shri Thaawarchand Gehlot Attends The ‘23rd Rehabilitation International World Congress’ at Edinburgh, Scotland

Shri Thaawarchand Gehlot, the Union Minister for Social Justice & Empowerment attended the 23rdRehabilitation International World Congress at Edinburgh, Scotland, being held from 25-27 October, 2016. The Theme of the Congress is, "Create a More Inclusive World". The Congress is being attended by more than 1000 delegates from 65 countries. Her Royal Highness, The Princess Royal is the Patron of this Congress. The First Minister for Scotland, Rt. Hon Nicola Sturgeon, delegates from China, Great Britain, Germany and other countries attended the Congress. The Minister of SJ&E Shri Thaawarchand Gehlot met Her Royal Highness, the Princess Royal and briefed her about the initiatives of the Government of India in the disability sector. In the VIP Reception of Ministers, the Minister of SJ&E thanked the Rehabilitation International and Shaw Trust for organizing this Conference.
While addressing the Congress on 25th October, 2016, the Minister for SJ&E enumerated that "the Prime Minister of India has put the issues of Persons with Disabilities in the centre stage of the National Developmental Agenda, since his motto is inclusive development "Sabka Saath Sabka Vikas". It is a matter of great pride for our sector that he spent his birthday this year with a record number of more than 11,000 Persons with Disabilities and their families. He is of the view that the Persons with Disabilities can excel as much as others and can contribute to our society and economy. We believe that persons with disabilities are a great human resource and asset for social and economic development. We also believe our policies and programmes should be proactive so that they can integrate with the mainstream with the financial, educational and skill-based support. Inclusion should also mean beyond access to physical environment i.e. social and psychological, cultural and political. Helping Persons with Disabilities to realise their full potential and to make them live a life of dignity, independence and satisfaction should be our strategy. The Government has renamed Persons with Disabilities as 'Divangjan' for their development."
He further reiterated that, "India remains committed to building an enabling environment for Divyangjan in all possible ways. From this platform, I wish to convey my nation’s strong message to the international community, and especially the Civil Societies that the movement for creating an inclusive world needs to be intensified. The World community should speak in one voice, and strongly too, against all kinds of discrimination. Positive attitude and independent living, education and employment should be considered as the key factors for their empowerment and inclusion. International support should be extended to those nations and societies requiring a big push. Sub- Extension of Period for applying of renewal for GMDSS-GOC License

The Ministry of Communication has extended the period for applying of Renewal of Global Management Distress Safety System General Operator’s Certificate (GMDSS-GOC) License from three months to six months prior to its expiry vide notification No. GSR 186 dated 4th October 2016. This will enable the officers to have adequate time required to renew their GMDSS-GOC license and they will be able to sail on ships without any delay in future.
The Standard of Training and Certification of watch keeping mandates all Nautical Grade Officers to hold a valid GMDSS-GOC license issued by Ministry of Communication to operate the Communication and GMDSS equipment on board Merchant Ships. The certificate is valid for ten years and subsequently renewed every five years.
As per the existing rules, Indian Merchant Navy Navigating officers could apply for renewal of their license only three months prior to expiry of license whereas the contract period of an officer/seafarer to work on board varies from 6-8 months. Therefore it was difficult for them to get their license renewed in time prior to sailing and had to delay their sailing. In view of the longer employment duration and to ensure validity of GMDSS-GOC during currency of service period, Ministry of Shipping had requested Ministry of Communication for increasing the period to apply for renewal six months prior to expiry of GMDSS-GOC, which has been agreed to.

Shri Piyush Goyal leads Indian Delegation to Republic of Vanuatu

MoU signed for establishing India-Vanuatu Centre of Excellence in IT in Vanuatu
Union Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines, Shri Piyush Goyal led a thirteen-member Indian delegation to Republic of Vanuatu on 25-26th October, 2016. During this visit, the Minister held meetings with H.E. Mr. Charlot Salwai Tabimasmas, Prime Minister of Republic of Vanuatu and H.E. Mr. Bruno Leingkone Tau, Minister for Foreign Affairs, and discussed India-Vanuatu bilateral relations.
Vanuatu has acknowledged India’s commitment for strengthening bilateral ties through this first ever ministerial visit from India to Republic of Vanuatu. It may be mentioned that India-Vanuatu bilateral relations are very friendly and mutually cooperative and getting stronger following two Summits of Forum for India-Pacific Islands Cooperation (FIPIC) since November 2014.
During the visit, Shri Goyal handed over a cheque of US$ 1,90,000 to H.E. Mr. Bruno Leingkone Tau as an assistance for providing ICT equipment to 76 schools of Vanuatu under India’s annual grant. Vanuatu acknowledged India’s important assistance which will contribute to the development of education sector in Vanuatu.
Further, Shri Goyal announced that LED bulbs and other Energy Efficient equipment worth US$ 2,00,000 will be supplied from India to Vanuatu. This assistance is under Government of India’s annual grant to Vanuatu, which will help to reduce the energy consumption and save millions of dollars of electricity consumption. Vanuatu acknowledged India’s assistance in its fight against climate change.
Vanuatu is in favour of expansion of United Nations Security Council (UNSC) and supports India’s position for its candidature to permanent membership to the extended UNSC. India appreciated valuable support of Vanuatu to its candidature of permanent membership to the UNSC. Vanuatu has also conveyed its support to India’s candidature for non-permanent seat on the UNSC for year 2021-22.
Shri Piyush Goyal and H.E. Mr. Bruno Leingkone Tau signed a Memorandum of Understanding on Establishing India-Vanuatu Centre of Excellence in IT (CEIT). Further, Vanuatu expressed its support and desire to join the International Solar Alliance, launched by India and France in November 2015.
Shri Piyush Goyal and H.E. Mr. Joe Natuman, Deputy Prime Minister and Minister of Trade, Tourism, Commerce and Industry of Vanuatu addressed and guided the India-Vanuatu Business interaction meeting today, in which seven representatives from Indian public sector companies -NTPC, PGCIL, SECI, CDAC and EESL- participated along with several companies from Vanuatu Chamber of Commerce.
During his visit, Shri Goyal also interacted with Vanuatu Nationals who benefited from various courses under Indian Technical Economic Cooperation (ITEC). He also had the opportunity to interact with Indian Nationals and several Persons of Indian Origin (PIOs).

Government committed to facilitate growth and innovation of the M&E sector – Col. Rathore

Minister delivers address at CII Big Picture Summit 
Minister of State for Information & Broadcasting Col. Rajyavardhan Rathore has said with technological changes and innovation, the content platform is undergoing constant change with respect to creation / access and distribution. As a consequence, revenue and business models were being fragmented along with changes in market distribution and talent pool identification. Col. Rathore mentioned this while delivering his key note address at the CII Big Picture Summit here today.
Speaking further, the Minister said, a series of measures have been undertaken to facilitate the growth and innovation within the M&E Sector. Streamlining of processes and procedures had been put in place in the Broadcasting Sector in the context of grant of permissions to TV Channels. Measures had been undertaken to promote the branding of India’s Soft power at International Films Festivals. The Government was undertaking specific measures to promote the idea of India as a Filming Destination, States were being encouraged to mainstream the film facilitation policies and processes. Support for participation of films at International festivals was being encouraged through specific financial grant and support. For the ensuing International Film Festival at Goa special efforts were being undertaken to promote participation of quality films and experts for exchange of ideas concerning different aspects of filming. To take this issue forward, the participation and collaboration of States was welcome.
Regarding the innovation component Col. Rathore mentioned that FTII, Pune was going to conduct of campus certification courses in different cities to popularise the nuances of film making in different parts of the country. The objective was to do away with traditional mode of teaching. On the animation theme, the Minister said that the Government would be fast tracking the setting up of National Centre for Excellence in partnership with the industry in an effort to optimise the returns in the sector. Regarding the Swachhta Film Festival, Col. Rathore said that the response was overwhelming which proved that the young generation was extremely creative in conceptualizing messages for public service and messaging.
The Minister further said that India was making great strides in the media and entertainment sector in India, the world market for Indian entertainment products was still an important area to expand the reach.

I am delighted to welcome Excellency Key to India.

Excellency, I am told that it is now a regular feature for the New Zealand Parliament to celebrate the festival of Diwali and, you yourself have participated in several of these festivities. So, it is a particular pleasure to receive you in India during the festive season.

Prime Minister Key and I have met several times on the sidelines of multilateral summits and today, it is an honour for us to welcome Excellency Key in India on a bilateral visit.

In a little while from now, our cricket teams will take the field in Ranchi for the fourth One Day International. In many ways some of the cricketing terminology reflects progress in our bilateral linkages. In our ties, we have moved from fielding at Long Off to taking a fresh guard at the batting pitch. Defensive play has given way to aggressive batting.

Prime Minister Key and I have had detailed and productive discussions on all aspects of our bilateral engagement and multilateral cooperation.

Trade and Investment ties have been one of the key areas of our conversation. We both recognized the need for greater economic engagement in order to effectively respond to the growing uncertainties in global economy and, agreed that expanding business and commercial ties should continue to be one of the priority items of our partnership. I am sure that the large business delegation accompanying Prime Minister Key will not only witness firsthand the investment opportunities on offer in India’s growth story. Their interactions will also build new commercial partnerships between our two countries. I would like to mention food processing, dairy and agriculture, and related areas in their supply chain as some of the areas of particular potential for bilateral cooperation. New Zealand’s strength and capacity in these sectors can combine with India’s vast technology needs to build partnerships that can benefit both our societies.

We also agreed that actions by both governments should also promote greater business connectivity, including through movement of skilled professionals, between our two economies and societies. In this regard, we have agreed to continue to work closely towards an early conclusion of a balanced and mutually beneficial Comprehensive Economic Cooperation Agreement.

Along side extensive bilateral engagement, our close cooperation also extends to the global arena. On regional issues, we have agreed to enhance our cooperation, including in the East Asia Summit process. The reform of international governance institutions is a shared priority for us both. We are thankful for New Zealand’s support to India joining a reformed UN Security Council as a permanent member. As we make our own contribution to the developmental efforts of the Pacific Island countries, we will continue to consult closely with New Zealand to complement and supplement each other’s efforts.

I am also thankful to Prime Minister Key for New Zealand’s constructive approach to the consideration of India’s membership of the Nuclear Suppliers Group.

Terrorism remains one of the greatest challenges to global peace and security. Today, the financial, logistical and information networks of terror span the entire globe. The barriers of geography do not safeguard against the threat of radicalization and terrorism. Nations who believe in humanity need to coordinate their actions and policies to counter this threat.
Prime Minister Key and I have agreed to strengthen our security and intelligence cooperation against terrorism and radicalization, including in the domain of cyber security.

Centre Constitutes Committee for monitoring Bird Flu

The Centre has constituted a Committee headed by Joint Commissioner, Department of Animal Husbandry, Dairy and Fisheries (DADF) to maintain constant vigil on the situation arising out of avian influenza (H5N8). The Committee will have representatives from Ministry of Health, Ministry of Environment, Forests and Climate Change and Department of Agriculture Research and Extension (DARE) and representative of the Delhi Government. Besides, monitoring the situation, the Committee will assist the State Government in taking steps to contain the spread of Avian Influenza.
The Centre has also established a control room in DADF. The Control Room can be reached at these telephone numbers : 011-23384190 and 09448324121. Joint Commissioner, Dr. Munialappa has been named as the Nodal Officer and will be available for advice and help round the clock.
The National High Security lab for animal diseases - NIHSAD - the world body OIE recognised facility for disease diagnosis in South Asia and the Four Regional Laboratories, and the Central lab at IVRI have been instructed to give all assistance to the State Governments and get sample tested in an emergency response manner. In fact all 45 samples obtained from Delhi government at the Bhopal lab have been tested within the stipulated 72 hour time frame as per Bio-security level -4 requirements and 13 cases have tested positive for H5N8. Similarly test results have been given for other cases in Kerala, Punjab and MP. As per available reports from other states, the disease incidence is in control.
The Animal Husbandry, Dairy and Fisheries Department of the States have issued guidelines for maintaining cleanliness in the zoological parks housing wild birds, water bodies as well as meat / poultry market areas where meat is sold. Necessary precautions for human beings coming in the contact with poultry have also been reinforced although as per WHO observations, the transmission of H5N8 virus is very low. Also there will be no trade impact of the incidence as per global OIE criteria.
All bird sanctuaries and areas where there are lakes have been advised to keep a close watch on the situation and in case of any suspicious death of birds, the State Government and the Centre may be notified. No further test results are presently required by Delhi government to continue with its bio-security measures for implementing the National Action Plan for Control and Containment of the Avian Influenza, 2015 guidelines. Full support of the government of India health department, urban development department, environment department apart from animal husbandry department under the ministry of agriculture & farmers welfare is being provided and there is full communication with the Delhi government on the on-going steps to contain and control the disease incidence.
Daily meetings are being held at the Animal Husbandry Commissioner level in DADF to advise the State Governments in case of emergency.
It may recalled that on 17.10.2016 some birds had died in the Delhi Zoological Park and thereafter birds had died in six other areas. A sample was sent on 17.10.2016 to NIHSAD, and on the same day it was confirmed that the birds had died of H5NH8 virus. A close watch is being maintained and necessary advisories have been issued to all states to keep a vigil on areas frequented by birds both domestic and migratory. Secretary DADF, Shri Devendra Chaudhry is himself keeping close watch and is in constant touch with the chief secretaries of affected states including specially Delhi.

Digital Media Broadcasting to Play a Critical Role in Bringing About Change in Sports Broadcasting in India Says Sports Minister

The Minister of state (I/C) for Youth Affairs and Sports Shri Vijay Goel has said that digital media broadcasting will play a critical role in bringing about change in sports broadcasting in India. Addressing the Big Picture Summit 2016 here today, he said increasing penetration of internet, mobile devices and cheaper data services especially in rural areas will prove game changer in this direction. He said Broadcasters must focus on how sports are delivered to these audiences.
Shri Goel said, data suggests that more than 60% of the Digital Audiences in India is within the age group of 13-35 years. This is the base that Sports needs to capture to build up the overall Business of Sports. He said, there is a need for Brands and Advertisers to come forward and recognize the power of Sports delivered to young India with respect to both, a Return on Investment and Corporate Social Responsibility aspect.
The Minister said, the Government is committed to work towards building up a culture of sports and improving the business of sports. All stakeholders must work towards this common objective. He said it is his belief that Broadcasters focused on innovative ways to reach out to youth would be the real game-changers and will create a far greater impact on the overall business of Sports in India.
Outlining the importance of sports Shri Goel said, it is evident that more and more people are taking up sports. Sports in India has already taken its first step in the right direction in the last 3 years. A majority of Sports Leagues have been launched including Football, Kabaddi, Wrestling, Hockey, Tennis, Badminton and more. He said, this has been made possible by persistent efforts by various stakeholders. A large talent pool in sports such as Football, Kabaddi, Hockey, etc. has mass appeal. This has not only impacted Sports as entertainment but also the Tourism and Infrastructure sectors.
The Minister said, packaging of the Sports League as Entertainment has been the game changer. This clearly reflects in more than 450 million viewers of Indian Super League. The most interesting revelation has been Pro Kabaddi League with a viewership of more than 500 million.
He said, what is even more interesting to note is, that some of these leagues have more than 40% female viewers on television. Innovative media campaigns around new sports have been the force behind the increasing Sponsorship Revenues. All Media platforms including TV, Radio, Print, Digital and off Air have played a crucial role in the success of the newer leagues. Advertisers and Investors must recognize that without a talent pool of sportspersons, this will be tough to sustain.
Shri Goel said, sports must become an integral part of our society and value system as it has the power to shape India as one of the most competitive nations in the world.

Libraries continue to play a central role in providing open and free access to information and ideas: Vice President

Inaugurates 19th National Convention on Knowledge, Library and Information Networking - NACLIN 2016
The Vice President of India, Shri M. Hamid Ansari has said that the libraries continue to play a central role in providing open and free access to information and ideas. He was addressing the gathering after inaugurating the 19th National Convention on Knowledge, Library and Information Networking - NACLIN 2016, here today, which was jointly organized by the Tezpur University and Developing Library Network, New Delhi. The Governor of Assam, Shri Banwarilal Purohit, the Minister for Irrigation, Handloom & Textiles, Government of Assam, Shri Ranjit Dutta and the Vice-Chancellor of Tezpur University, Prof. Mihir Kanti Chaudhuri were present on the occasion.

The Vice President said that the explosion of information now being produced in digital form has dramatically changed expectations about the production as well as the use of knowledge. He further said that social networks and social media have become more important in people’s learning strategies. Changing paradigms of knowledge production, expanding sources and modes of dissemination, faster and broader accessibility to a growing range of information – also have the ring of opportunity, he pointed out.  Libraries must transform and avail these opportunities to remain vital forces of knowledge dissemination in the years ahead, he added.

The Vice President said that we are living in the information age and this implies that the main sector of economic productivity is changing from agriculture and manufacturing to creation and processing of information and knowledge. He pointed out that in the present context; the libraries have the obligation to act as equalizers. He further said that by providing equitable and affordable access to knowledge and information to larger numbers in society, they can allow a larger proportion of the society to participate in the knowledge driven growth. It is relevant to remind ourselves that technology in the service of humankind has its limits, he cautioned.

Following is the text of Vice President’s address:

“I am happy to be here for the inauguration of the 19th National Convention on Knowledge, Library and Information Networking (NACLIN 2016) organized jointly by the Tezpur University and Developing Library Network, New Delhi.

Allow me to begin with a confession. I am a bookworm and feel totally at home with books and matters relating to them. I can also testify to the efficacy of DELNET, a path breaking effort made in 1988 at the India International Centre Library, New Delhi. It is now supported by the National Informatics Centre of our Ministry of Communications and Information Technology and the Ministry of Culture.

DELNET was established with the prime objective of promoting resource sharing among the libraries through the development of a network of libraries. It aims to collect, store, and disseminate information besides offering computerised services to users. It has become an invaluable tool in promoting quicker access to information.

The theme of this conference, “Smart Libraries and Inspired Librarians: Managing New Technologies, Digital Content and Services” visualises the future of libraries and the role of librarians.

This audience knows well that with the advent of the internet the library is no longer a physical ‘place’, but has been transformed into a placeless resource. Despite this paradigm shift, it remains true that libraries continue to play a central role in providing open and free access to information and ideas. The exact nature of this role is subject of debate; libraries now have to address a set of basic questions:

  • To what extent, and in what ways, are they likely to change?
  • What would be the new role of librarians in the changing information environment?
  • What aspects of the traditional library will prove the most resistant or impervious to change?

The explosion of information now being produced in digital form has dramatically changed expectations about the production as well as the use of knowledge. The internet not only accelerates the pace of knowledge dissemination, but also gives rise to changing conceptions of knowledge production and use. 

The open information culture as exemplified by Wikipedia attests to a dramatically altered conception of knowledge as something produced, not solely by experts, but through a convergence of many who bring knowledge or experience- even though imperfect- to bear on a subject. Knowledge has been transformed from objective and certain to subjective and personal. The advent of high speed mobile internet has facilitated networked information and altered the learning venues and expectations. Social networks and social media have become more important in people’s learning strategies.

The evolution that continue to occur—changing paradigms of knowledge production, expanding sources and modes of dissemination, faster and broader accessibility to a growing range of information – also have the ring of opportunity.  Libraries must transform and avail these opportunities to remain vital forces of knowledge dissemination in the years ahead. These, according to one assessment, would imply: 

  • Evolution of libraries from places perceived primarily as the domain of the book to institutions that users perceive as providing pathways to high-quality information in a variety of media;
  • Need for libraries to work together in new and collective ways. This would imply greater connectivity and sharing of resources; 
  • A change in the culture of libraries and librarians from being ownership and control to one that seeks to provide service and guidance in more useful ways, helping users find and use information that may be available through a range of providers, including libraries themselves, in physical or digital format; 
  • Libraries must assert their evolving roles in more active ways, both in the context of their institutions and in the increasingly competitive markets for information dissemination and retrieval.

We are living in the information age. This implies that the main sector of economic productivity is changing from agriculture and manufacturing to creation and processing of information and knowledge. New business infrastructures, healthcare, academic research, economic development and social interaction have sprung from the arrival of networking, data storage, new innovative software and microprocessors, providing for direct access to information, eliminating the intermediaries, and gaining on space and time.

In this context, the libraries have the obligation to act as equalizers. By providing equitable and affordable access to knowledge and information to larger numbers in society, they can allow a larger proportion of the society to participate in the knowledge driven growth. Libraries of the 21st century can thus help fight poverty and narrow the gap between rich and poor. For the first time in history perhaps, the poor have an opportunity to enhance their wealth through the creation and use of knowledge. And libraries can play a central role in this notable movement.

At the same time, it is relevant to remind ourselves that technology in the service of humankind has its limits. An interesting note of caution was sounded recently by the astrophysicist Stephen Hawkins who said our digital future may be dystopian with the growth of artificial intelligence threatening the very human existence. Similarly, Technologist Elon Musk, even as he advocates a human colony on Mars, has said that the advancement of artificial intelligence can create a situation where humans become ‘house-pets’ of the machines, and warned that such power should be ‘broadly distributed’ not be ‘concentrated in the hands of a few’.

In this scheme of things, one should not forget the role of libraries. This was summed up by UNESCO in 1994 and remains valid today:

“Freedom, Prosperity and the Development of society and individuals are fundamental human values. They will only be attained through the ability of well-informed citizens to exercise their democratic rights and to play an active role in society. Constructive participation and the development of democracy depend on satisfactory education as well as on free and unlimited access to knowledge, thought, culture and information. The public library, the local gateway to knowledge, provides a basic condition for lifelong learning, independent decision-making and cultural development of the individual and social groups.”
